SE Europe Gas Faces Tight Q4 as Cernavoda Outage Compounds Hydro Shortfall

SE Europe Gas Faces Tight Q4 as Cernavoda Outage Compounds Hydro Shortfall A 1.35GW Romanian nuclear shutdown, below-normal storage and uncertain LNG availability are amplifying the effect of low hydropower output across southeastern Europe ahead of winter. ICE Endex TTF front-month was priced at €79.54/MWh on Monday (2026-09-21) as Montel published analysis warning that gas shocks, low hydropower output and weak nuclear generation are converging to create a volatile fourth quarter for European energy markets. The report comes as utilities enter the final weeks of the injection season with storage levels already running below seasonal norms across southeastern Europe.6 The immediate pressure is concentrated in the sub-region. Market participants told Montel on September 14 (2026-09-14) that Q4 gas availability in southeastern Europe looks tighter than seasonal norms, with storage below normal and LNG supply highly uncertain. Drought conditions have cut hydropower output, increasing demand for gas-fired generation — and with storage thin and LNG flows constrained, there are few substitute sources to draw on.5 Romania's Cernavoda nuclear plant has added to the regional gas pull. The facility's 1.35GW outage has driven southeastern Europe's reliance on gas-fired capacity sharply higher, Montel reported. With hydro already suppressed by drought and LNG availability limited by Hormuz disruptions, the outage squeezes the region on three supply dimensions simultaneously and leaves it with minimal slack.5 The global LNG supply backdrop offers little relief. Around 20% of daily LNG output from the Middle East has been disrupted by Strait of Hormuz restrictions, investing.com reported on May 28 (2026-05-28). That has tightened international spot markets precisely when European buyers need to compete hard for autumn and winter cargoes.3 Asian demand is absorbing a substantial portion of available supply, with JKM front-month at $27.51/MMBtu on Monday (2026-09-21). China's LNG purchases have recovered from their earlier lows: the 30-day moving average of deliveries was running less than 10% below year-ago levels by late May (2026-05-28), Rigzone reported, against minus 30% in late March 2026.2 Chinese energy demand remained firm in April. Total power generation rose an estimated 6.6% year-on-year. But weak wind, subdued solar and extended nuclear refuelling outages kept coal generation rising for a fourth consecutive month, the Centre for Research on Energy and Clean Air found. Hormuz disruptions cut China's natural gas imports by roughly 13% year-on-year that month and crude oil imports by approximately 20%, compounding pressure on domestic energy supply.1 Super El Niño conditions are projected to press Asian power grids through mid-2027, analysts warned in August (2026-08-26). New Zealand faces particular exposure, with hydropower accounting for roughly 54% of its electricity generation, according to analysis from Asian Power. India is better cushioned, with coal meeting more than 65% of its electricity demand.4 Japan remains the potential swing buyer. Some traders told Rigzone that Japanese LNG procurement tends to rise in El Niño years and could push JKM harder than Chinese volumes if seasonal conditions deteriorate sharply. Any sustained Japanese buying campaign would compress the Atlantic LNG arbitrage and reduce the spot cargoes available to European importers still trying to fill storage ahead of winter.2 For southeastern Europe, the Cernavoda outage, the hydro shortfall and constrained LNG supply leave the region exposed to any early cold snap. How fast storage recovers and whether Atlantic cargoes remain accessible at workable prices will set the tone for Q4 gas pricing as the injection window narrows.5,3
