JERA LNG Buffer Drags Tokyo Baseload Back From Mid-July Peak
Japan's largest power producer announced sufficient summer supply cover through October, easing near-term pressure on Tokyo forward power prices after a sharp mid-July spike.
JERA, Japan's largest power producer, announced on August 2 (2026-08-02) that it had secured sufficient LNG inventories to meet peak summer electricity demand through October, even allowing for prolonged heatwaves. Tullett Prebon data showed the Tokyo August baseload contract easing to ¥24.05/kWh on the July 30 (2026-07-30) forward curve, down from ¥24.50/kWh on the July 24 (2026-07-24) curve. Kansai fell to ¥20.85/kWh from ¥21.20/kWh and Chubu to ¥23.00/kWh from ¥23.45/kWh over the same interval.5,4
JERA is one of the world's largest LNG buyers, and its inventory posture shapes spot-market sentiment for competing utilities. Japan imports approximately 98% of its domestic gas demand through LNG, with the power sector absorbing between 55% and 65% of total consumption. A credible statement of cover from JERA reduces the urgency for other buyers to bid aggressively on near-term cargoes, and that dynamic is visible in the easing baseload curve.1,5
The retreat followed a pronounced upswing. Japan NRG data showed Tokyo's August baseload contract reaching ¥24.65/kWh on July 23 (2026-07-23), up 8.1% from ¥22.80/kWh on July 17 (2026-07-17), driven by rising cooling demand and fuel-supply anxiety. Kansai moved harder, climbing 13.6% to ¥21.30/kWh from ¥18.75/kWh over the same period. Peak-load contracts tracked firmer than baseload throughout, per Japan NRG, suggesting traders were still pricing tail-risk around late-summer demand even as baseload softened.3,4
That supply anxiety had a specific origin. Japan sources roughly 6% of its LNG from Qatar and the UAE, routed through the Strait of Hormuz, a flow that came under scrutiny during the Gulf disruptions earlier in 2026. The bulk of supply arrives from Australia, which provided 26 Mt in 2025, alongside Malaysia at 10 Mt and Russia's Sakhalin-II at 5.8 Mt. Japan imported 66.3 Mt of LNG in 2025 in total, down 1.5% year-on-year, retaining second place globally behind China.1
Natural gas accounts for around 32% of Japan's power generation mix, ahead of coal at 28% and nuclear at 9%, which means LNG pricing feeds through into forward power curves faster than in more diversified systems. JKM, the Asian LNG spot benchmark, stood at $21.19/MMBtu in early Friday (2026-08-14) trade, elevated against historical norms but well below the acute crisis levels that drove procurement anxiety in the first half of the year.1
The divergence between softer baseload and firmer peak-load prices is a reason not to read the August curves as uniformly bearish. Demand spikes are still being priced into the short end of the peak stack, even as the JERA inventory announcement takes pressure off the flat-price baseload curve. That divergence will narrow or widen depending on actual temperature outcomes through August.4
Longer-dated demand signals cut the other way. Wood Mackenzie projects Japan's data centres will consume electricity equivalent to 15 million to 18 million households by 2034, accounting for 60% of the country's total power demand growth. Consumption from data centres is projected to more than triple from 19 TWh in 2024 to between 57 TWh and 66 TWh by 2034, with peak demand from that sector reaching between 6.6 GW and 7.7 GW — around 4% of Japan's total peak load. Oracle, Google, and Microsoft have committed US$28 billion to the buildout following government selection as official cloud providers.2
But the supply side cannot keep pace on a matching schedule. Combined-cycle gas turbine projects take seven to ten years to complete, according to Wood Mackenzie, against hyperscalers' preferred deployment window of under five years. That mismatch keeps longer-dated power curves vulnerable to upside pressure even while near-term LNG supply comfort weighs on August baseload.2
The immediate signal is JERA's spot market activity through the remainder of August. If temperatures stay elevated and the utility returns to the spot market before October, the July upswing has a template to repeat. September shoulder-season demand will be the first test of how durable the current inventory buffer proves against sustained heat.5
