Oncor Flags Uncertain Timeline for Texas Batch Zero Interconnection as ERCOT Demand Record Holds With 44 GW of large load queued under an unresolved process, Texas grid adequacy faces a policy bottleneck just weeks after a historic peak. About 44 GW of large load projects in Oncor's service territory qualified for ERCOT's new "Batch Zero" interconnection process, company executives said during a Thursday (2026-08-06) earnings call — but the timeline for moving those projects forward remains unclear following an order by Texas Governor Greg Abbott.4 That uncertainty lands against an uncomfortable backdrop. ERCOT set a new hourly peak load record on July 22 (2026-07-22), with demand reaching just over 91 GW at 6:00 p.m. CT, a 6% jump above the previous record of 85.5 GW set on August 10, 2023, according to EIA data published on August 3 (2026-08-03). The grid absorbed it. But the margin for doing so again depends on dispatchable capacity showing up when it counts.3 Natural gas supplied 48% of generation at the July 22 peak, with solar contributing 32%, according to EIA data. Solar output declines in the early evening hours, exactly when summer heat pushes air conditioning load to its daily maximum. Gas turbines carried the final stretch. A simultaneous forced outage, or a heat wave that runs two or three days instead of one, would compress that buffer considerably.3 Dan Woodfin, ERCOT's vice president of system operations, said demand could rise above 92 GW given hotter-than-normal weather and elevated load from crypto-mining facilities and data centers — a threshold that July 22 came within roughly 1 GW of crossing.2 Southwest Power Pool also set a record on July 27 (2026-07-27), when demand reached 57.9 GW at 5:00 p.m. CT, according to EIA data, meaning neighboring grids were also under stress during the same heat pattern. When adjacent systems are simultaneously constrained, emergency interchange options narrow.3 The supply-side picture is not the primary constraint. Total U.S. natural gas production was running near 101.5 billion cubic feet per day, with a minor 0.9% dip recorded as Canadian imports fell 14.9% week-over-week, according to EIA data. Gas is available. The question is whether enough dispatchable generation clears into ERCOT real-time markets during the specific two-hour windows when demand spikes hardest.1 NYMEX Henry Hub front-month was trading at $2.76 per MMBtu on August 11 (2026-08-11), up 0.36% on the session. That is still well below levels that historically incentivize significant new gas generation build. ERCOT real-time locational prices during stress events can diverge sharply from Henry Hub, but the Henry Hub forward curve shapes the investment economics for the capacity that has to show up.3 The interconnection queue is where load growth and generation adequacy collide. ERCOT's board approved two sets of rules on June 2 (2026-06-02) covering large load interconnection, including the batch review process that groups applicants and evaluates them collectively rather than sequentially. Oncor's 44 GW figure gives some sense of the scale already queued under that framework.2,4 But with the Governor's order introducing political uncertainty into the timeline, developers and grid planners are working without a clear schedule for when those projects connect — or whether they connect in the sequence anyone expects. ERCOT CEO Pablo Vegas added a note of caution in early June. Officials had previously projected as much as 228 GW of new power could come online by 2032, but Vegas told reporters on June 2 (2026-06-02) that figure was "too high of a figure based on realistic expectations." Pulling back supply projections while demand records fall in the same summer is a difficult position for grid planners and for traders trying to price forward Texas power adequacy.2 ERCOT's operational staff indicated the July 22 record could be surpassed before summer ends if another heat wave arrives. With the 92 GW threshold identified by Woodfin now effectively within reach, the next extended heat event will test generation adequacy in real time. The Batch Zero timeline — whenever Abbott's order resolves — may not move fast enough to add meaningful capacity before then. For traders, the near-term signal is whether ERCOT real-time prices spike again during the next heat wave, and by how much.2,3,4
