EDF Says Summer Drought Will Trim French Hydro Output by No More Than 3% EDF's hydropower chief put a ceiling on drought-related generation losses last Friday, but nuclear cooling constraints remain the bigger near-term variable for French power supply. EDF's head of hydropower activities told analysts on Friday (2026-07-31) that French hydropower production this year is expected to fall by only 2 to 3% — between 0.8 TWh and 1.3 TWh — despite below-average rainfall this summer. The guidance came during the group's half-year results presentation and was a deliberate attempt to contain market concern about hydro availability heading into the second half.5 The containment effort was well-timed. French hydro output ran at 23.7 TWh in the first half of 2026, barely below the 23.9 TWh recorded in the same period of 2025, according to EDF hydropower director Emmanuelle Verger, leaving limited ground to make up from drought impact alone. But the hydro story is only part of the supply picture, and arguably the smaller part.5 France's nuclear fleet has been the more disruptive variable. On Monday (2026-07-13), heatwave conditions forced EDF to cut 6.4 GW of nuclear capacity — equivalent to 14% of total French power demand at the time — as elevated river temperatures restricted reactor cooling. RTE data showed France remained a net exporter of more than 10 GW to neighboring countries despite those curbs, which provided some buffer. But the episode illustrated how quickly thermal stress can overwhelm the nuclear fleet's available margin.3 The heatwave also triggered precautionary reactor shutdowns. EDF temporarily idled two units as river temperatures breached environmental thresholds, a measure the company frames as precautionary but one that reduces generation precisely when summer demand peaks. Earlier in the season, MetDesk had flagged June (2026-06-01 to 2026-06-30) as the window of greatest risk for plant cooling problems, citing the combination of low river levels and high water temperatures. That risk window has since passed, but high temperatures persisted into July.4,1 Against that backdrop, EDF's hydro reassurance carries real weight for French power balances. Hydropower provides flexible, dispatchable generation that EDF can ramp up quickly to offset nuclear shortfalls or absorb demand spikes. A 2-3% drop is manageable. A drought-induced 10-15% cut — the kind seen in drier European summers — would have forced France to draw more heavily on gas-fired backup and cross-border imports, with knock-on effects across European interconnectors.5 There is also a structural complication emerging on the hydro side unrelated to weather. The French parliament adopted legislation in June (2026-06-17) requiring EDF to sell 6 GW of "virtual" hydropower capacity to alternative suppliers through auctions, as part of a deal with the European Commission designed to avoid opening physical hydropower concessions to competitive tender. French power suppliers have already pushed back, calling on Friday (2026-06-19) for auction products that fully reflect hydro's intraday flexibility — a sign that the commercial terms of the new regime remain contested.2 That dispute matters for how hydro output is deployed, not just how much is generated. If auction structures force EDF to commit volumes in advance rather than dispatch them flexibly, the weather-related cushion EDF has advertised becomes harder to translate into balancing value. Suppliers want intraday market access baked into auction products; EDF's commercial interests run in a different direction.2 ICE Endex TTF front-month fell 2.87% to €55.92/MWh by the close on Tuesday (2026-08-04), and German power eased alongside it, suggesting European gas and power markets are not currently pricing in significant French supply stress. That pricing behavior aligns with EDF's hydro message but sits uneasily with the nuclear cooling risk that persisted through July. If late-summer heat returns and river temperatures rise again, the 6.4 GW nuclear curtailment seen on July 13 could repeat — and EDF's hydro headroom, while real, is not deep enough to fully offset a recurrence at that scale. The number to track is not the hydro loss itself, but the residual nuclear availability figure RTE publishes each week. If available nuclear capacity dips back toward the levels seen during the July (2026-07-13) heatwave, EDF's assurance about hydro will matter less than how much gas France needs to pull in from its neighbors.3,5
