DOE Eyes Changes to 2024 Transformer Efficiency Rule as Manufacturers and Utilities Push Back
A domestic transformer manufacturer's defense of the Biden-era standard against potential rollback raises supply chain concerns as U.S. grid operators plan major capacity additions.
The U.S. Department of Energy is weighing revisions to the 2024 rule setting minimum efficiency standards for distribution transformers, a move that has prompted pushback from utilities and raised questions about supply chain continuity for a component already under strain across the American grid.4
On Tuesday (2026-07-29), the Electric Research and Manufacturing Cooperative, a domestic distribution transformer manufacturer, said the 2024 rule represented "a reasonable, balanced, and achievable pathway toward improved energy efficiency" that "balanced efficiency objectives with manufacturing and supply chain realities." A U.S. transformer manufacturer defending a Biden-era regulation against a Republican administration's review is an unusual alignment. It suggests that companies that have already retooled production to meet the 2024 standard view further regulatory change as disruptive rather than relieving.4
The DOE's interest in revision fits a wider pattern. On Thursday (2026-05-28), the department issued a direct final rule attaching "sunset" provisions to more than 20 regulations covering areas from nuclear power to greenhouse gas reporting, executing an executive order from President Donald Trump to cut what the administration described as outdated federal requirements.1
Judicial pressure on Biden-era efficiency rules has accompanied the executive action. On Monday (2026-06-08), the Supreme Court directed a federal appeals court to reconsider its ruling upholding Biden efficiency standards for commercial water heaters and consumer furnaces, asking the lower court to revisit the decision "in light of the position" of the current administration. Distribution transformers are not peripheral to grid planning. In February 2026, FERC transmitted to Congress a NERC study recommending 35,000 megawatts of technically prudent capacity additions across 10 U.S. regions projected to face resource deficiencies by 2033. That buildout requires hardware, and transformers are foundational to any grid expansion.3
The physics of the existing fleet add weight to the efficiency argument. DOE's own Large Power Transformer Resilience Report, published in July 2024, noted that large power transformers can be operated between 10% and 20% above rated capacity, but that doing so accelerates insulation aging. The IEEE C57.12.96 standard derates self-cooled distribution transformers 0.4% per degree Celsius when the 24-hour average ambient temperature exceeds 30°C. Insulation life in oil-filled units roughly halves for every 10°C rise above rated winding temperature — figures that become operationally immediate as summer heat loads climb.3
MISO, the Midcontinent grid operator, expects full compliance with its reliability requirements by the second quarter of 2028. Several utilities are already running or preparing to run ambient-adjusted ratings this summer, among them Tampa Electric, Duke Energy Florida, Southern Company, Dominion Energy South Carolina, Louisville Gas and Electric, Kentucky Utilities, Avista and Idaho Power. For those operators, transformer thermal headroom is a live operational question, not a long-range planning exercise.3
The timing of any DOE revision matters for supply chains that, by the cooperative's account, have already adjusted to the 2024 standard. Changing the baseline now would mean a second round of manufacturing adjustments for producers who framed compliance with the existing rule as achievable and balanced — not as an undue burden.4
DOE has not disclosed what changes it is considering or set a timeline for a revised rule. A formal notice of proposed rulemaking would be the first concrete signal of the administration's direction. Until that appears, utilities and transformer buyers are placing orders against a specification whose shelf life is unresolved.4
