TEPCO Cancels Spent Nuclear Fuel Shipment from Kashiwazaki-Kariwa to Aomori
The cancellation adds operational uncertainty at the world's largest nuclear plant as Japan's spent fuel cycle remains unresolved and LNG import dependence stays elevated.
Tokyo Electric Power Company has canceled a planned shipment of spent nuclear fuel from its Kashiwazaki-Kariwa nuclear power plant to Aomori prefecture, Nikkei reported on Tuesday (2026-07-28), the latest logistical setback for a facility whose restart the Japanese government has positioned as central to its power supply strategy.
Kashiwazaki-Kariwa, along Japan's northern coast, is the world's largest nuclear plant. Spent fuel transfers are a practical prerequisite for continuous operation: fuel assemblies removed from reactors must be moved off-site and managed through a multi-step disposal process, and any sustained disruption to that transfer chain creates pressure on operating capacity.1
Japan's nuclear position entering this decade was already strained. Before 2011, the country ran 54 reactors that provided around 25% of its electricity, with the government targeting a share approaching 50% by 2030. The Fukushima accident erased that trajectory. The fleet has restarted only partially and slowly in the years since.1
The Economist noted in May 2026 (2026-05-19) that restarting Kashiwazaki-Kariwa alone would not resolve Japan's energy problems, partly because the country's spent fuel cycle lacks a clear long-term solution. Japan's latest energy plan targets renewables at 40% to 50% of electricity generation by 2040, up from around 25% currently. Nuclear output was expected to bridge much of the remaining demand during the transition.1
Spent fuel storage is not a manageable short-term problem. Once removed from a reactor, the material retains around 90% of its original radioactivity and must be handled through a complex disposal process requiring years of management and maintenance, according to nuclear industry data. The uranium isotopes involved decay on geological timescales: U-235, the primary fuel in conventional light-water reactors, has a half-life of 704 million years, a figure that underscores how far Japan's storage policy remains from a durable answer.2
The gap between spent fuel production and disposal capacity is not unique to Japan. The United States has accumulated 100,000 metric tons of used nuclear fuel over six decades, largely because reprocessing programmes stalled. Oklo, an American startup, is investing nearly $1.7 billion to build a fuel recycling facility in Tennessee, arguing that conventional reactors extract less than 5% of the energy potential from enriched uranium before the assemblies are removed. If its fast reactor technology succeeds, the company projects 90% less high-level waste than conventional reactors. But Oklo has projected capital expenditures of $350 million to $450 million for this year alone, and commercial viability remains years away. None of that changes TEPCO's position now.3
Japan's LNG import dependence rises with each delay to nuclear output. JKM front-month Asian LNG prices stood at $21.32/MMBtu on Tuesday (2026-07-28), little changed on the session. Winter demand will test whether Japan has built sufficient inventory, particularly if Kashiwazaki-Kariwa's operations remain constrained by fuel logistics rather than regulatory approvals — the latter can be managed politically, the former requires physical solutions that take longer to arrange.

A 3.35% single-session decline is a steep response to one canceled shipment and suggests investors are pricing in wider concern about the pace of Japan's nuclear restart programme.
Lawrence Berkeley National Laboratory researchers have estimated that renewables could reliably cover 70% of Japan's electricity by 2035, an ambition the government has not matched, targeting 40% to 50% by 2040. The gap between those figures marks the space where Japan's unresolved spent fuel problem keeps exerting pressure: on LNG import costs, on power prices, and on a restart plan that now has one fewer shipment to show for it.1
