The panel, set up by India's power ministry, calculated the 100 GW goal would require 19.28 trillion rupees — roughly $204 billion — through a mix of existing and advanced reactor designs, both indigenous and foreign.6,1 Adani Group has emerged as the most aggressive private player. The conglomerate targets 10 GW of nuclear capacity by 2035, which would make it India's third-largest operator behind state-run NPCIL and NTPC. NPCIL currently operates all of India's 8 GW of nuclear power capacity.6 Adani is reportedly in talks with multiple reactor vendors, but no contracts have been signed. The next 18 months will require coordinated approvals from the Department of Atomic Energy and the Atomic Energy Regulatory Board, particularly on licensing and project execution.6,5 SMRs are defined as reactors producing 300 MWe or less, designed for factory fabrication and series production. Traditional reactors deliver around 1,000 MWe per unit. Supporters argue the modular approach cuts construction time and upfront capital — solving the two problems that have made large nuclear uneconomic in most markets.2,1 Skeptics point to a track record of delays and cost overruns in the handful of SMR projects that have reached construction anywhere in the world. The European Industrial Alliance on Small Modular Reactors forecasts 30 installations in Europe by 2035, but the sector still lacks a single commercially operating SMR globally.1,3 The U.S. leads in siting announcements with 28, as of 2026, yet none have produced power.7 India's push is driven partly by energy security. The country imports most of its uranium and has long sought supply agreements with Central Asian producers. A 2026 contract with Kazakhstan underscored the strategic dimension — nuclear fuel supply doubles as a geopolitical bridge.4 The 2033 target of five SMRs is modest alongside the 2047 ambition, but the timeline is tight. If Adani hits its 2035 goal, the group will need to bring at least 10 GW online in less than a decade — more than India's entire existing nuclear fleet, which took 50 years to build.6 Two signals in coming months will clarify whether this remains planning on paper: whether the Indian government finalises liability and insurance frameworks for private operators, and whether Adani signs its first vendor agreement. Without those, the 2033 target is a document, not a construction schedule.5,1
