Wood Mackenzie estimates the Tennessee Valley Authority and GE Vernova Hitachi will spend more than $14,000 per kilowatt to bring a 300-MW BWRX-300 reactor online in Tennessee early next decade, analyst Kleiman said Wednesday (2026-09-23). Wind and solar developers spent well under $2,000 per kilowatt on utility-scale projects in 2022, according to EIA data, roughly seven times cheaper per unit of capacity.5 Federal money is part of the answer. The government is contributing to the TVA project, Kleiman said, and the Nuclear Regulatory Commission is "approaching a decision" on approving the development. Without that public support, the cost differential against cheap new renewables makes the project economics hard to justify on merchant terms alone. The URA uranium equity ETF fell 2.63% on Wednesday (2026-09-23) to $42.62, signaling that equity investors remain skeptical about near-term returns even as project announcements accumulate.5 X-energy, meanwhile, is moving forward at two sites after receiving a federal funding boost. The company said last month it remains on track to open TX-1, its first commercial fuel-fabrication facility near Oak Ridge National Laboratory in Tennessee, in the first half of 2028. Construction is also under way on its first commercial reactor at Dow's Texas site.5 Dow's final investment decision on that partnership is not expected before 2028 at the earliest. Kleiman described the relationship as not purely financially motivated — Dow aims to reduce its industrial emissions. Industrial offtake commitments anchored in decarbonization obligations could provide revenue certainty that merchant power markets alone cannot, particularly for projects where capital costs are this high.5 Fuel supply adds its own layer of complexity. Orano expects to begin producing enriched uranium at its Project IKE facility in Oak Ridge by 2031. The $5 billion plant will employ around 1,000 workers during construction and more than 300 to operate it, according to project manager Damon Brewer. Orano has supplied low-enriched uranium to U.S. customers for roughly four decades. But the company will not initially be licensed to produce High Assay Low-Enriched Uranium at that facility, Brewer said.1 HALEU, enriched up to 19.75%, is required by a number of advanced reactor designs. The BWRX-300 runs on LEU+ fuel enriched in the 6-10% range, which Orano's Oak Ridge plant can supply. Reactors needing HALEU will depend on enrichment capacity that does not yet exist at commercial scale in the United States.1 GE Vernova Hitachi has been expanding its BWRX-300 order book internationally. Canada's Darlington New Nuclear Project has committed to 1,200 MW across four units, targeted for the mid-2030s, per securities.io. In Ontario, construction has physically started: a 953-tonne steel-and-concrete slab was lowered into a 35-meter shaft at what developers describe as the Western world's first grid-scale SMR, oilprice.com reported on June 24 (2026-06-24). Elementl Power announced in June (2026-06-18) an agreement with GE Vernova Hitachi for a project along the Ohio River, roughly 100 miles southeast of Columbus.4,3,2 The NRC decision on the TVA project is the near-term trigger. Wood Mackenzie's $14,000-per-kilowatt figure is a forecast for a build that has not yet cleared its final regulatory gate, and it assumes continued federal cost-sharing. When the NRC ruling arrives, it will set the clock on whether first-of-a-kind SMR construction costs can track downward, or if the gap to renewables proves harder to close than the project pipeline currently implies.5
