For a company at the centre of Japan's reactor restart programme, that governance finding carries consequences beyond its own boardroom. Japan's nuclear generation recovered to 101.0 terawatt-hours in 2025 and is projected to rise to 123.3 TWh by 2035, according to GlobalData's latest report2. But capacity is expected to remain mostly flat through 2029, with only modest gains beginning in 2030. The gap between generation recovery and flat capacity tells you the fleet is running harder, not wider. GlobalData power analyst Attaurrahman Ojindaram Saibasan said Japan could reach its goal of around 20% to 22% nuclear generation share by 2030 if requalification and safety upgrades are executed well2. If not, nuclear will struggle to deliver. That is a conditional forecast resting on execution at utilities like Chubu. The obstacles are not secret. Waste management, licensing delays and public resistance continue to weigh on Japan's restart push, according to industry analysis2. Saibasan cited community mistrust and slow radiation safety reviews as persistent drags on timelines2. A governance scandal at a major operator feeds directly into that mistrust. The nuclear revival narrative has global momentum behind it. The IAEA has again raised its long-term forecast, and regional growth is expected in South-Eastern Asia and Latin America, at 40% each5. That builds on a capacity expansion story that has been slow to materialise for years. Japan's contribution to that global picture depends on domestic execution. Precedent from other developed markets is not encouraging on timelines. Two large-scale AP1000 reactors in Georgia were permitted and finally came online in 2023 and 2024, seven years behind schedule and some $20 billion over budget1. That is the cost of delay in a mature regulatory environment. Japan's approval cycles are slower still. In the US, the operating fleet remains highly productive, with 96 commercial reactors across 57 power plants in 28 states, but the country has fallen behind China on new-build pace4. The lesson from that comparison is not about technology. It is about how consistently a jurisdiction can push projects through licensing and construction without the process being derailed. For Japan, the stake is the 2030 target. Hitting 20% to 22% nuclear generation share would stabilise the energy mix, lower emissions and reduce reliance on imported fuels, Saibasan said2. Missing it leaves the country more exposed to LNG and coal import costs, and to the fuel-price volatility that comes with them. Chubu's specific role in that outcome is not something the Toyo Keizai investigation quantifies. What the report describes is a culture where dissent was not tolerated and where restarting reactors became an overriding objective. Those conditions do not produce the kind of transparent safety review that Japan's restart programme requires to win back public consent. The regional backdrop in Asia is not short of alternative supply narratives. In construction, Kanamoto and Itochu Enex have partnered to supply renewable diesel for machinery, with RD100% and RD40% registered in MLIT's NETIS database of new construction technologies3. That is an adjacent decarbonisation story, but it underlines that Japan's heavy industry is hedging its bets on multiple paths. The IAEA's SMR optimism applies mainly to North America. Japan's restart programme is a fleet-requalification story, not a new-build story, and it runs through the utilities that operate the existing plants. The gap between the two narratives is one of timing and institutional capacity. What happens next is likely to be decided in regulatory review rooms rather than at the IAEA. Japan's Nuclear Regulation Authority approval pace, and whether Chubu can demonstrate the safety culture that the investigation report calls into question, will shape whether the 2030 target stays credible2,5.
