Europe's Green Hydrogen Sector Draws Subsidy Billions While Commercial Viability Stays Elusive
Fresh government funding and record global investment have not resolved the basic economic challenge facing Europe's hydrogen buildout.
Montel market expert Jake Thompson on Wednesday (2026-09-16) published a direct examination of whether Europe's renewable hydrogen sector can justify the confidence placed in it, a question the market itself has not yet answered.8
Analysts told Montel in the week of 2026-05-25 that the sector is still struggling to achieve economic viability, with one estimating commercial-scale development in the EU remains five or more years away. The distance between project announcements and market-competitive output has become the defining problem for European hydrogen.3
Government money is still moving. The European Commission in May (2026-05-26) cleared EUR 1.3 billion ($1.51 billion) in German state support for renewable hydrogen projects, part of a combined EUR 1.7 billion committed by Germany and its European partners through national funds, according to the Commission. The approved scheme targets up to 1,000 MW of installed electrolyzer capacity and production of up to 10 million tonnes of renewable hydrogen, with estimated CO2 avoidance of 55 million tonnes. Nine projects in the third auction round secured a total of EUR 1.09 billion.2
European Energy received up to €228 million ($265.85 million) in June (2026-06-01) under the German auction framework linked to the European Hydrogen Bank, one of three projects awarded support.4 The company's Høst project in Esbjerg is among the developments Denmark and Germany positioned as part of Europe's first hydrogen superhighway, launched in June (2026-06-22) — a cross-border link designed to move production from renewable-rich coastal locations to industrial demand centres in Germany.6
These are not small-scale demonstrations. The Høst development has been described as an industrial facility built to supply one of Europe's largest economies. But commissioning dates and subsidy approvals are not the same thing, and the broader sector has a long history of one preceding the other by years.6
The offtake problem is most visible in green steel, the hydrogen consumption sector most often cited by developers and governments alike. Daniyal Sheikh, hydrogen market analyst at ICIS in London, said in an article published in May (2026-05-07) that green steel producers need to show substantial progress in the next 12 to 18 months to validate the investment case. Nima Pegemanyfar, executive vice president at Quest One in Hamburg, is among the equipment suppliers watching that window.1
The energy security argument has added a new dimension to the debate. Cumulative global investment in clean hydrogen passed $130 billion across more than 570 projects, according to data published on 2026-09-10, with the supply shock from the Middle East conflict accelerating that total by broadening hydrogen's political appeal beyond decarbonisation policy alone. The shift matters for European project developers because security-driven demand may sustain government support past the point where pure climate economics would have forced a rethink.7,5
Wood Mackenzie estimates the delivered cost of low-carbon ammonia in Europe at $700 to $1,100 per tonne, and judges the lowest-cost green projects now price-competitive with conventional supply — a threshold the sector could not credibly claim in its early years.5
The 12-to-18-month window Sheikh identified for green steel progress runs to early-to-mid 2027. Signed offtake contracts and commissioned electrolyzer capacity in that period are the proximate signal — not auction wins or subsidy approvals, which have been arriving steadily for years without resolving the commercial question.1,3
