IAEA Confirms North Korea Built New Yongbyon Uranium Facility Capable of 28 Centrifuge Cascades

North Korea has built a new two-storey uranium enrichment facility at its Yongbyon nuclear complex capable of housing up to 28 centrifuge cascades, the Vienna-based International Atomic Energy Agency reported this week (week of 2026-09-07), calling the development a cause for "serious concern." The building forms part of the main Yongbyon complex, the centerpiece of Pyongyang's nuclear program.7,6
The IAEA also confirmed that North Korea has started operating an expanded annex at its Kangson enrichment site, a facility separate from Yongbyon. The North Korea findings were released alongside a separate body of IAEA work on Syria that illustrates the agency's expanding portfolio of undeclared nuclear material. In August (2026-08), Director General Rafael Grossi led a team of senior inspectors to a previously undeclared Syrian site where they verified approximately 73 tonnes of natural uranium metal, around 80.5 U.S. tons, the agency said.4,2,3
Syrian authorities notified the IAEA of this second site in a letter dated July 17 (2026-07-17) and invited the agency to inspect and verify any nuclear material present. Reaching the stockpile was not straightforward: Grossi said his team had to "tear down walls" and pass through "very difficult and narrow passages" to access the hidden uranium.4
A separate element of the Syria assessment concerns a reactor built covertly under Bashar al-Assad's government. The IAEA concluded the nearly complete structure could have produced fissile material for possible weapons use, according to Grossi. Israel acknowledged in 2018 that it had struck a Syrian nuclear site 11 years earlier, placing that raid in 2007. The 73-tonne stockpile found by inspectors in August (2026-08) shows how much undeclared material survived the strike intact.4,3
A structure at the Syrian site was designated for "planned reprocessing activities," according to IAEA inspection findings, adding another layer to the covert nuclear infrastructure that has been coming to light since Assad's government was toppled.2
Iran adds a third dimension to what Grossi is managing. In December 2024 (2024-12-05), the IAEA Director General told the BBC that Iran's decision to significantly expand its production of highly enriched uranium was "very worrisome." That assessment predates the Syria and North Korea disclosures by nearly two years, but the three cases running in parallel underscore the breadth of active nonproliferation monitoring the agency is now carrying.1
Syria's post-Assad government has cooperated with IAEA inspection requests, enabling ground verification of the uranium stockpile and the reactor site. North Korea presents a different category of constraint. Pyongyang's enrichment expansion, including the new Yongbyon block and the Kangson annex, must be assessed without agency access to the country. Kim's reference to "larger plans" built on "greatly expanded production capacity" is the language that will drive the next round of satellite scrutiny and diplomatic pressure. But the IAEA cannot assign an enrichment output figure to the new facility from outside Pyongyang's borders, and what "larger plans" means in practice remains undefined.7,6,4
