Fortum Files Nuclear Aid Bid as Sweden Prepares for September Vote
A state aid request for up to 3,400 MW of new nuclear capacity puts Sweden's electricity architecture directly on the September ballot.
Fortum submitted a state aid application to the Swedish government on Thursday (2026-08-27), formally opening negotiations on a new nuclear power project with a potential capacity of 1,200 MW to 3,400 MW. The Finnish-owned utility said the final scope would depend on technology selection, the economics of building multiple reactor units simultaneously, and projections for Swedish electricity demand growth.4

Sweden already signalled its direction in recent years by replacing its goal of 100% renewable power by 2040 with a commitment to 100% fossil-free electricity — language broad enough to accommodate new nuclear alongside renewables. That shift now has a concrete commercial test.4
Industrial buyers are not waiting for the policy debate to settle. Amazon announced four wind power purchase agreements in Sweden on Friday (2026-08-28), pushing its contracted Swedish wind capacity toward 1 GW. State aid negotiations require Commission notification and can take years, and a project of this scale runs well into the 2030s before any reactor would deliver power to the grid.
