On Monday (2026-07-13), France cut 6.4 gigawatts of nuclear generation as a prolonged heatwave pushed river temperatures above reactor cooling thresholds, according to OilPrice.com, equivalent to 14% of the country's total power demand at the time. A fifth major heatwave drove French day-ahead power prices up 21.8% to 142.5 euros per megawatt hour on Tuesday (2026-08-11), per LSEG data cited by Reuters.3,4 EDF data showed that nuclear generation would be cut by 7.3 GW on Wednesday (2026-08-05), equal to 12% of total installed capacity, as low, warm river flows impaired cooling at multiple sites. Ember found that France lost 18% of its nuclear capacity to "environmental factors" in mid-July. That pattern has now repeated across several consecutive summers.4,5 Demand-side data underscores the structural argument. Extreme temperatures in late June pushed French power consumption up 14% compared with the preceding week, according to Ember, while Italy recorded a sharper 28% surge over the same period. Fintan Devenney, senior energy analyst at Montel, said power demand was high across Europe "driven in part by increased cooling load."5,2 The scale of future demand growth becomes clearer when examining current AC penetration. Just 23% of European households have access to or use air conditioning, Canary Media reported, citing Ember data. Analysts broadly expect that share to rise as sustained heat raises consumer demand for cooling. France sits near the centre of that shift.5,7 Solar partially offset the grid strain across the 2026 heatwave season. Europe's solar panels produced 17% more electricity during heatwave periods than under normal conditions, Ember found. But solar output peaks around midday, while the hottest and highest-demand hours extend into early evening, leaving the sharpest ramps partially uncovered by photovoltaic generation alone.5 Weather forecasters warned Montel on Thursday (2026-08-27) that September could extend the pressure. Temperatures across France were expected to run 3-5 degrees Celsius above seasonal norms, conditions that could trigger further nuclear output restrictions and keep river flows constrained. If that materialises, curtailments would extend into a period when demand is typically falling, creating an unusual configuration that could support prices beyond the conventional cooling season.6 France's regulatory framework is meanwhile being retooled. The energy regulator CRE launched a consultation on strengthening financial incentives for balance responsible parties ahead of a 2029 EU-driven change to grid balancing rules, Montel reported. Tighter obligations could accelerate investment in demand response and storage, both of which would help manage the sharpening summer peaks RTE is now forecasting. The 2029 deadline means that framework will not be in place for the summers directly ahead.1 France retained export capacity even during the worst curtailment episodes. RTE data showed the country remained a net exporter of more than 10 GW to neighbouring markets during the July heatwave cuts, limiting cross-border contagion for now. But if cooling-driven demand peaks rise structurally and the nuclear fleet's river-temperature sensitivity remains unchanged, that export buffer will erode. September's temperature trajectory is the next concrete signal to test those assumptions.3,6
