IAEA Finds 73 Tonnes of Undeclared Uranium at Syria's Deir el-Zour Site
Syria's nuclear breach, disclosed publicly on Wednesday (2026-08-26), lands weeks after ConocoPhillips and Novaterra signed a gas development deal with Damascus.
The International Atomic Energy Agency reported on Wednesday (2026-08-26) that its inspectors found 73 tonnes, or 80.5 US tons, of undeclared natural uranium metal at a newly declared site in Syria's Deir el-Zour region, with all material now under IAEA containment and surveillance, according to Arab News reporting published on Tuesday (2026-09-01).4
The reactor was built under Bashar al-Assad's government. IAEA inspectors documented the stockpile during 2024 visits, meaning public disclosure followed the physical checks by nearly two years. The findings place Syria in breach of its NPT Safeguards Agreement, the treaty framework requiring non-nuclear-weapons states to declare all nuclear material and accept routine inspection.4
For Western energy companies active in Syria, the sequence is awkward. In the week of June 22 (2026-06-22), the Syrian Petroleum Company signed an agreement with ConocoPhillips of the United States and Britain's Novaterra covering new gas field development and expanded output at existing sites, according to OilPrice.com. Syria's hydrocarbon potential explains why Western firms committed capital despite the country's condition. Before the civil war began in March 2011, Syria produced around 400,000 barrels per day of crude from proved reserves of 2.5 billion barrels, with Europe importing roughly $3 billion of Syrian oil annually, much of it the heavy, sour Souedie grade that continental refineries had been configured to process. Combined oil and gas revenues accounted for roughly a quarter of government income. By 2011, a sustained development push had briefly made Syria the leading hydrocarbon producer in the eastern Mediterranean.3
War stripped most of that away. Gas output has fallen to an estimated 7 to 7.6 million cubic metres per day, down sharply from a pre-war range of 21.9 to 30 mcm/d. That reduced level covers less than one-third of the estimated 18 mcm/d needed to adequately supply Syria's national electricity grid, with the deficit filled through gas imports from Qatar and Azerbaijan. The ConocoPhillips-Novaterra deal was designed to reverse that trajectory.3
Deir el-Zour sits at the centre of Syria's oil and gas producing northeast. Siting an undeclared reactor in a major hydrocarbon region raises verification questions that extend beyond the nuclear file. Seventy-three tonnes is a stockpile, not a trace amount. Under NPT procedures, formal remediation is required before Syria can be treated as a standard commercial counterparty in international energy markets, and the timeline for that process is open-ended.4
Assad fell in the week of May 18 (2026-05-18), ending 24 years of rule that had tied Syria to Iranian and Russian supply chains. Syria's new government declared the Deir el-Zour site to the IAEA, a posture markedly different from the denial that defined the Assad era. Still, satisfying a safeguards body and satisfying energy investors are separate tests, and clearing the first does not automatically resolve the second.4,1
The IAEA has forecast a 30% rise in the number of countries operating nuclear power plants by 2035. Syria, with a safeguards breach to remediate and gas output running at roughly a quarter of pre-war levels, sits outside both the nuclear expansion and the hydrocarbon recovery stories simultaneously.2,3
What ConocoPhillips and Novaterra do next is the concrete signal to watch. Their agreement predates the public nuclear disclosure. If Washington or London attaches compliance conditions to further Syrian energy activity, or if IAEA remediation extends across multiple inspection cycles, the gap between Syria's pre-war production figures and its current 7.6 mcm/d reality widens for longer than the reconstruction case implied when the gas deal was signed.3,4
