PJM Sits Between Two Frozen Grids
On Thursday, the MISO Indiana Hub traded spot power at $116 per megawatt-hour, more than double what it averaged a year ago, while utilities across the grid's footprint confirmed that frozen federal grants are blocking upgrades that could cut outages in half. The Trump administration's decision to withhold billions in grid funding is being absorbed, for now, by expensive gas peakers and strained transmission lines. What is less apparent is what the freeze does to the market sitting directly between MISO and another grid that has just done the same thing.
ERCOT, Texas's independent grid, halted new data center interconnection approvals earlier this summer. MISO is now stalling transmission upgrades worth roughly $3 to $5 billion that would have added 2 gigawatts of transfer capability on the Louisiana-Texas interconnector alone. Two of the largest power markets in the country, one covering most of the Midwest and Gulf South, the other covering nearly all of Texas, are both in effective capacity-addition paralysis at the same time.
The grids these two systems cover carry roughly 60 percent of US load. PJM, the interconnection wedged between them geographically, running from Chicago through Ohio, Pennsylvania, and into the mid-Atlantic, is absorbing the load-growth pressure that neither neighbor can accommodate. Managed money sits net long WTI at 108,307 contracts as of Friday's CFTC data, a positioning that reflects sustained demand expectations rather than a rollover. That demand has to land somewhere on the grid. Right now, one side of that grid is frozen solid and the other has shut its door to the largest demand-growth category in the American economy.
The case against worrying about PJM is straightforward: PJM is not MISO South, which is running a planning reserve margin of roughly 12 percent against a 14.9 percent target. PJM has its own reserve challenges but has not announced an interconnection freeze. The spot market there cleared Friday at $78.03 per megawatt-hour at the Western Hub, elevated but not emergency pricing. Forward capacity prices have been drifting up, but not at a pace that implies the market is pricing a simultaneous bilateral constraint from both neighboring grids.
That gap between current pricing and the structural reality is where the argument lives.
When ERCOT closes its door to new data centers, those projects do not disappear, they repermit in the next available jurisdiction. Indiana, Ohio, and Virginia are all active targets for hyperscaler investment. Those facilities, once connected to PJM, draw firm capacity from a grid that is already stretching its reserve margin while its neighbors export load-growth pressure eastward. MISO's freeze compounds this: the $3 to $5 billion in stalled tranche upgrades was intended to move surplus renewable generation out of congested pockets and smooth east-west flows. Without them, PJM's western interface faces sustained congestion, and the price signal for new firm capacity in that footprint should be higher than it is.
MISO added roughly 2 to 3 gigawatts of renewables last year while retiring 4 to 5 gigawatts of coal and gas. That retirement overhang is not recoverable through grid upgrades that will not be built. The frozen Louisiana-Texas interconnector was designed as a relief valve; without it, heat events in the Gulf South that previously spilled excess load westward into Texas or eastward into PJM are now contained within a progressively thinner system. A May 2025 outage left 10,000 New Orleanians without power during what should have been a manageable spring event. MISO's 2026 grid risk assessment is expected to show that loss-of-load probability has deteriorated again from an already-elevated baseline.
There is a second element that capacity traders appear to be discounting: the government's ability to manage the consequences of a major outage has itself been degraded. The Government Accountability Office published findings this week that FEMA is operating with critically low staffing, and that the agency is running in uncertainty and confusion following Trump administration cuts. In a normal grid-stress scenario, an extended blackout during a heat event triggers federal disaster assistance within 72 hours. That assumption is no longer reliable. An outage that MISO's unbuilt upgrades could have prevented now lands in a federal response environment that is materially weaker than at any point in recent memory. The consequence function of a grid failure has changed. Traders pricing reliability risk typically model outage frequency and duration against historical federal response times. Those historical times now carry an asterisk.
Henry Hub closed Friday at $2.67, gas is cheap, which is why MISO's gas peakers are running and why real-time prices have not gone vertical on a sustained basis. But the CFTC data shows managed money net short natural gas by 105,605 contracts, the most bearish positioning in months. If that positioning reverses, Hormuz tensions have not resolved, Qatari cargoes remain constrained, and European storage sits at just 58 percent heading into autumn demand season, the peakers currently masking MISO's capacity deficit will become significantly more expensive to dispatch. At $2.67 gas, MISO can limp. At $4.50 gas, the reserve margin math breaks in ways the upgrade freeze has made structurally impossible to fix before the summer of 2027.
The counter-position holds that PJM will build its own capacity, MISO will find alternative funding, and the interconnection freezes are temporary political conditions. That may prove correct over a three-to-five-year horizon. Over the next twelve to eighteen months, the relevant window for PJM's next capacity auction, neither MISO nor ERCOT has indicated any near-term reversal. The federal funding stream that was supposed to pay for MISO's upgrades is frozen with no scheduled release date. PJM Western Hub spot at $78.03 already sits well above MISO's $44.52 Friday close, a spread that reflects the relative tightness PJM is experiencing right now, before the full load-migration effect from both neighbors has had time to arrive.
The rational trade is to be long PJM forward capacity and short the assumption that two simultaneous grid freezes covering 60 percent of US load leave the market between them unaffected. Both systems are telling the market something. The market, at the moment, is not pricing it fully.
