Romania gives Transelectrica power to cut industrial load as Danube drought hollows out generation
Mandatory curtailment authority for Romania's grid operator marks a harder policy response after drought-driven nuclear shutdowns removed a fifth of the country's generation.
Romania's government approved emergency measures late on Friday (2026-08-07) authorising TSO Transelectrica to order curtailment of electricity consumption by large industrial users if needed to balance the power system, Montel reported. The shift carries weight because Romania entered this situation having already lost roughly 20% of its power generation. The nuclear problems started accumulating in May. Entso-E data at the time indicated the outage would last until 1 June, but the system never fully recovered before the drought tightened its grip. Two countries losing major nuclear capacity to the same hydrological event in the same summer is not a coincidence — it is a shared infrastructure vulnerability that the Danube's low water has exposed across the region.6
Extreme heat and drought are impairing European energy systems beyond Romania. Refineries are losing cooling efficiency, hydroelectric output is falling, and inland fuel transport is growing more expensive as barges carry smaller cargoes on low rivers. Standard Chartered commodity analysts have flagged that these seasonal temperature effects now hit the supply side of the energy equation, not just demand — a point Romania's situation illustrates in acute form.3
