But the market signal runs well ahead of the harder questions gathering around the program's cost, fuel supply, and the communities Canada would need to persuade before a single concrete foundation is poured.6,4 Port Hope, Ontario sits near the top of that list. The town carries decades of radioactive contamination from early nuclear operations — a history that makes any new reactor proposal in the region a political fight before it becomes a regulatory one. Canada's government is pressing ahead anyway, betting that a constrained power grid and rising electricity demand will eventually override local hesitation.4 The federal strategy calls for up to 10 large reactors by 2040, expanded CANDU sales abroad, and a major push to grow uranium exports. Ontario has moved first. Last month, the province announced a cost-sharing agreement worth up to $300 million to begin early development work on a new nuclear generating station at the Bruce Power site in Kincardine — making that site the program's most concrete near-term commitment.4,3 Proponents have assembled a large economic case to blunt the cost arguments. Industry backers have cited projections that Ontario's nuclear expansion could create roughly 150,000 jobs and contribute up to $800 billion to Canada's economy over the life of the program. Those are projections, not contracted figures, but they are being used to argue that delay carries its own price.3 The fuel supply picture complicates that logic. Canada built its nuclear industry specifically to sidestep foreign fuel dependency, designing the CANDU reactor to run on natural uranium without enrichment. Its new large-reactor program abandons that logic. Federal documents show Ottawa plans to backstop up to $500 million in enriched nuclear fuel purchase contracts from allied countries, an acknowledgment that Canada cannot supply what the new fleet will need from domestic sources.5 That admission carries weight. According to Bellona, EU countries imported 583.4 tonnes of enriched uranium from Russia worth 251.8 million euros — approximately $407 million Canadian — in 2025, illustrating how difficult it is to exit Russian supply even for jurisdictions with strong political motivation. Western enrichment alternatives exist but remain expensive to scale. In the United States, Centrus is one of three companies supported through a $2.7 billion Department of Energy program to build out domestic enrichment capacity, but that capacity is not yet commercially operational at meaningful scale.5,7 On fuel technology, TRISO — a pebble-type fuel designed to resist meltdown — is drawing renewed commercial interest, with producers claiming they can cut manufacturing costs by as much as 50% in coming years. Reactors being designed to run on TRISO are advancing in parallel. But programs that depend on unproven cost trajectories for their fuel have a history of running long.2 The broader political environment has shifted more clearly toward nuclear than at any point in two decades. New Jersey became the sixth U.S. state in ten years, and the second in 2026, to fully repeal its moratorium on new nuclear construction, doing so on Wednesday (2026-04-08) at the Hope Creek Generating Station. Tennessee is separately positioning itself as a center of the next nuclear era, invoking the Oak Ridge legacy to attract reactor investment. Background material on Canada's own program put total construction costs at more than CAD $100 billion, roughly $70 billion in U.S. terms at recent exchange rates.1,6,4 Provincial political support does not dissolve community resistance. In places like Port Hope, where radioactive contamination is a lived rather than historical experience, a federal strategy document and a $300 million development agreement are far from sufficient reassurance. Residents who have spent years navigating the consequences of the last nuclear era have reasons to treat official projections — on cost, on fuel supply, on economic benefit — with measured skepticism.3,4 Ontario's $300 million early-development agreement at Bruce Power is the first real money committed, not a commitment to build. Whether federal and provincial budgets can sustain the full program past the early-development phase, and how quickly site-level opposition mobilizes in communities carrying contamination from the first nuclear age, will shape how much of the 10-reactor target survives contact with actual construction schedules.3,4
