Grist reported on Monday (2026-08-24) that a 10-year, $1.6 billion contract will supply the Y-12 National Security Complex at Oak Ridge National Laboratory with the material needed to maintain the nation's nuclear weapons arsenal, placing Tennessee at the operational center of American nuclear plans while the industry grapples with what to do with its accumulating waste.6 More than 86,000 tons of radioactive waste currently sit at 85 interim storage sites across the United States, with no permanent repository in operation.6 The Trump administration aims to quadruple U.S. nuclear generating capacity from 100 gigawatts to 400 gigawatts by 2050, a target the Council on Foreign Relations noted on 2026-08-20 is close to the total amount of nuclear power currently generated worldwide. That ambition would push the waste inventory substantially higher.5 Five states have offered a partial response. Tennessee, Louisiana, Oklahoma, Utah and Idaho, all with Republican governors, have agreed to accept nuclear waste from around the country in exchange for federal assistance developing nuclear energy and the jobs that come with it, the Associated Press reported.2 The Department of Energy structured the arrangement around Nuclear Lifecycle Innovation Campuses, projecting that each campus could attract up to $50 billion in private investment, generate as much as $10 billion in state and local tax revenues, and create nearly 25,000 jobs per campus.3,2 The DOE provided no timeline for reaching those figures. Tennessee already has more nuclear infrastructure in place than most states competing for campuses. GE Vernova Hitachi has a reactor contract with the Tennessee Valley Authority, one of the few advanced nuclear projects in the U.S. with both commercial offtake and project financing secured, Canary Media reported.1 TerraPower's Kemmerer project and Holtec's SMR buildout at Palisades are in comparable positions.1 The administration's 400-gigawatt target is large relative to any global baseline. The IAEA's high-case scenario projects global nuclear capacity rising from 377 gigawatts to 992 gigawatts by 2050, according to the Council on Foreign Relations.5 The U.S. goal alone would represent roughly 40% of that projected world fleet. But spent fuel physics complicates the arithmetic. When a reactor finishes with fuel rods, approximately 95% of the radioactive material remains inside them, according to reporting from Arkansas.4 The volume problem scales directly with capacity: more reactors mean more rods, more rods mean more waste to store. Community trust in eastern Tennessee carries its own weight in site selection. Luther "Sunny" Miller, nearly 80, worked at Aerojet, a rocket and missile manufacturer located close to his home, and told Grist on Monday (2026-08-24) he believes his thyroid and bladder problems and his wife's kidney disease trace back to the plant, though he cannot prove it.6 New storage facilities or reactors will face similar conversations before ground is broken. The uranium ETF URA was trading at $46.07, down 0.90% as of 09:48 UTC on Monday (2026-08-24), with no material move linked to the Tennessee announcements. Congressional appropriations for a permanent repository would be the clearest sign that the waste-for-development exchange has backing beyond projections. Without that, Tennessee and the four other volunteer states are holding administrative agreements atop 86,000 tons of material, with 95% of the radioactivity in spent fuel still locked in the rods long after any reactor is finished with them.6,4,2
