Texas Governor Greg Abbott ordered an audit of all data center projects in the Electric Reliability Council of Texas interconnection queue on August 5 (2026-08-05), effectively halting new approvals amid requests totaling approximately 474 GW — more than triple ERCOT's current installed generating capacity.8 The order exposes a constraint that has been building for years. The International Energy Agency reported in April 2026 that global electricity demand from data centers jumped 17% in 2025 compared with 2024, with AI-hosting facilities growing even faster. Texas, with its deregulated grid and historically cheap power, drew more than its share of that demand until the queue became unmanageable.4,8 Grid connection is only part of the problem. Even when utilities greenlight a project, developers face shortages of the physical hardware needed to actually connect. Large power transformers, switchgear, generators, busways, breakers, uninterruptible power supply systems and high-voltage components are all in constrained supply, according to market analysis published on July 16 (2026-07-16). Projects that clear the queue on paper can still sit idle waiting for gear.6 Water is a second constraint that Texas planners have underweighted. The state's draft 2027 water plan projects that power sector consumption will reach about 3.8% of state water demand by 2030, up from 3.5% in 2023. Those estimates do not yet fully account for the scale of data center construction underway at the time of drafting, E&E News reported.1 The situation extends beyond Texas. China's grid operators have pushed back on efforts to power AI facilities with higher shares of renewable energy, citing difficulties in forecasting peak data center demand, according to reporting from June 22 (2026-06-22). Coal still accounted for nearly 70% of data center electricity supply in China as of 2025, the IEA reported. Renewables held roughly a 20% share, with nuclear near 10%. A 24-megawatt undersea data center demonstration developed by HiCloud Technology and state-owned China Communications Construction at Shanghai Lingang is among the experimental approaches being tested to ease grid pressure.5 India has attracted attention from hyperscalers as an alternative siting market. Moody's Ratings said India is best-positioned in South and Southeast Asia to supply green power for data centers, citing total installed generating capacity exceeding 520 GW at the end of March 2026 (2026-03-31) and the country's standing as the world's third-largest market for renewable installed capacity. Current data center IT load in India sits at approximately 1.2 GW, with a broadly similar volume under construction or announced.3 Australia is moving toward codifying grid management for large loads. A draft rule would raise the threshold for large inverter-based connections from 5 MW to 30 MW and embed that definition in the regulatory framework. An industry report separately urged data center operators to engage earlier with water utilities, use non-potable water where feasible, and report transparently on consumption.2 Amazon has argued that hyperscalers pay the full cost of electricity they consume along with the additional grid infrastructure needed to deliver it, including new transmission, and that data center growth does not therefore raise rates for other consumers. That position was put forward by the company's head of data center sustainability in an interview published by Canary Media on July 21 (2026-07-21). Consumer advocates and grid planners in multiple jurisdictions dispute it.7 The practical test of the Texas audit is how many of the 474 GW of queued requests represent genuine projects with committed financing rather than speculative placeholders. ERCOT queues, like those elsewhere in the US, have historically been clogged with proposals that never reach construction. How Abbott's office classifies each project, and how many survive that scrutiny, will shape the state's power demand outlook through the end of the decade — and set a precedent other grid operators are watching closely.8
