Germany's €1.3bn hydrogen subsidy award puts Danish projects on the clock for 2026 fuel mandates Berlin's cross-border auction backs three Danish electrolysers, but delivery timelines and offtake certainty remain the sector's unsolved problem. Three Danish hydrogen projects secured a combined €1.3bn in German subsidies under the government's auction framework linked to the European Hydrogen Bank, with Copenhagen Infrastructure Partners taking approximately €777m, Everfuel €244.9m, and European Energy €228m.3 Berlin is now the anchor buyer for a Scandinavian supply chain that has yet to produce a single molecule at commercial scale. European Energy said the funding will contribute to building 150MW of additional hydrogen production capacity in Denmark.1 The award also signals how the European Hydrogen Bank is operating in practice: not as a speculative grant programme, but as the financial underpinning for a specific regulatory obligation on fuel suppliers. Germany's fuel mandate requires that by 2026, at least 0.1% of all road fuel placed on the German market must be certified as renewable fuel of non-biological origin, rising to 1.5% by 2030 and 10% by 2040.1 Those targets are binding on fuel suppliers, creating a buyer-side obligation that most hydrogen projects in Europe have lacked. The subsidy addresses the supply side. Offtake contracts between Danish producers and German fuel distributors are the missing piece. The sector's credibility problem predates this award. Hydrogen strategies worth hundreds of billions of euros were announced across Europe; ambitious projects followed, then stalled before reaching final investment decision.3 The German auction does not dissolve that history. It prices the first slice of a regulatory obligation and leaves the rest to the market. Elsewhere, there are signs that the FID barrier can be crossed. Orica took a final investment decision on its Hunter Valley Hydrogen Hub in Australia, backed by $432m under Australia's Hydrogen Headstart programme and including 50MW of renewable-powered electrolysers.4 Australian projects have faced the same offtake and financing constraints that have slowed European development, which makes the commitment notable. One FID does not establish a trend, but it demonstrates the structure can work when government funding is paired with a credible industrial buyer. European Energy is pairing subsidised hydrogen production with revenue from a 225.5MW agrivoltaic project under construction near Vizzini, Sicily.1 That diversification cushions the merchant risk that has ended many hydrogen projects before construction begins — it is also a reminder that hydrogen revenues alone have not been sufficient to close project financing at scale. In the UK, a whitepaper from the Research England Hydrogen Innovation Project and Energy Voice, published ahead of the UK Hydrogen Strategy refresh, put forward five recommendations focused on regional impacts. Professor Nashwan Dawood, principal investigator of REHIP, described hydrogen as a key driver of future UK energy security and pointed to the Teesside industrial cluster, which accounts for around 50% of the UK's industrial emissions.2 The whitepaper's regional framing reflects how unevenly the transition is playing out across different industrial geographies. Japan's picture is more fragmented still. Kawasaki Heavy Industries and Mitsubishi Heavy Industries have diverged on technology pathways, a split that will shape whether Japan's hydrogen market develops around ammonia co-firing or dedicated hydrogen combustion.5 Both companies supply power generation equipment globally, so the outcome of that domestic contest has consequences for equipment procurement decisions far beyond Japan. The German mandate structure is what distinguishes the Danish award from earlier European subsidy rounds. The 2026 threshold of 0.1% is low enough to be met even with limited initial production. The 2030 target of 1.5% is where the Danish projects will face their first serious test of scale.1 The gap between the €1.3bn committed and the total investment required to meet that mandate remains large, and the next auction round will need to close more of it. The pace at which the three Danish projects move from subsidy award to construction start is the nearest-term signal to watch.3 If offtake agreements between Danish producers and German fuel suppliers are not signed before construction milestones, the 2026 mandate will force German distributors to source certified fuel from elsewhere — or pay penalties. That is the pressure point the market has not yet priced.
