Britain's infrastructure watchdog rated the UK's geological disposal facility programme "code red" on Monday (2026-08-17), attaching a cost estimate that spans from £20.3 billion to £53.3 billion — a range so wide it signals that no one has a reliable handle on what permanent nuclear waste storage will cost the country.5 The National Infrastructure & Service Transformation Authority, established in 2025 to advise government on infrastructure delivery, gave the rating to the GDF programme. A deep-burial site is the only accepted route for permanently isolating high-grade spent nuclear fuel and separated plutonium, which cannot be vitrified and therefore cannot be managed through existing surface storage methods. Without a funded GDF, waste from current and planned reactors has no permanent home.5,2 Economist Olivier Darmouni attributed the cost spread to a lack of comparable data. "Nuclear waste is the biggest problem," Darmouni said, describing it as the industry's "downside." There is, as he put it, "no one to contradict" assumptions that costs are manageable. That vacuum makes independent scrutiny of nuclear investment cases materially harder.5 That uncertainty sits awkwardly alongside Sizewell C. The 3.2 GW plant planned for Suffolk is already carrying a price tag near £35 billion, roughly double the £18 billion estimate from 2016. EDF announced a £2.16 billion upward revision in February 2026, and Public Accounts Committee chair Sir Geoffrey Clifton-Brown has described the project as one of "exceptional scale, complexity and significance for taxpayers."3 The government's spending watchdog, as reported by Montel, assessed that Sizewell C could save consumers £18 billion on energy bills, but found the benefits would not outweigh costs until 2064. For energy investors, that is a roughly four-decade horizon before the economics turn positive. Most infrastructure valuation frameworks do not reach that far.1 The government's own projections estimate the plant will deliver around £2 billion per year in electricity system savings once operational and can supply up to 6 million homes. Those numbers predate the latest cost revisions, and the programme's track record makes point estimates for future savings difficult to validate independently.3 Nuclear waste is not uniform. The Nuclear Industry Association notes that 94% of the UK's radioactive waste "has low radioactivity." But the remaining fraction, comprising high-level spent fuel and plutonium, is the category requiring permanent geological disposal, and it is precisely the material for which the GDF cost estimate shows the widest uncertainty. New reactors add to that stock. Each megawatt added to the UK fleet extends a disposal liability that currently has no funded resolution.5 Climate exposure adds a site-specific dimension. A heathland wildfire broke out near Sizewell B on July 29 (2026-07-29), spreading across more than 100 hectares before being contained. Campaign group Together Against Sizewell C raised concerns that climate resilience is insufficiently incorporated into planning approvals. The group has separately flagged coastal vulnerability at the Suffolk site, citing a rip current that broke nearby banks in January 2026.4 The next firm signal will be whether NISTA's code red designation prompts a formal government commitment on GDF funding before Sizewell C reaches a final investment decision. A £33 billion cost spread for waste disposal alone, layered on top of a reactor programme that has already nearly doubled its headline estimate, is the kind of open-ended liability that tends to widen as projects mature.5,1
