Russian enriched uranium reaches Westinghouse US facility as 2028 ban clock runs
Shipping records show Russian-origin material entered Westinghouse's American supply chain through Canadian ownership structures, undermining clean-break assumptions behind the import ban.
A Canadian-owned nuclear fuel supplier delivered Russian enriched uranium product to a US facility, shipping records reviewed by industry trackers show, arriving as Washington's full ban on Russian uranium imports approaches its 2028 effective date. The cargo moved through intermediary channels into Westinghouse's American supply chain — Westinghouse being owned by Canada's Brookfield — and the records suggest the market is finding legal paths through existing ownership structures rather than breaking from Russian supply.3
The Prohibiting Russian Uranium Imports Act, signed into law in 2024, assumed a clean separation from Russian enrichment by decade's end. The physical fuel cycle tells a different story. Russian-origin material keeps entering US reactors through corporate structures and trading routes that predate the sanctions architecture, and the Westinghouse delivery illustrates how ownership chains blur the line between sanctioned and unsanctioned supply.2
Russia controls 44% of global uranium-enrichment capacity, according to World Nuclear Association data reported by The Economist. Rosatom, the state-owned nuclear firm, holds roughly 65% of the export market for nuclear reactors in power stations, per the same WNA figures. Those market positions translate into supply dependencies that legislative timelines have not yet dissolved.1
The economics sustaining those dependencies are substantial. In 2023, Russia earned about $2.7 billion from enriched uranium exports, mostly to the United States and the European Union, based on World Bank trade data calculated by The Economist, and a further $1.1 billion from reactors and components. Rosatom's own reporting put foreign operations revenue above $16 billion in 2023, including more than $7 billion from new power plant construction, much of it financed by Russian state-backed loans. That revenue climbed from almost $9 billion in 2021, the period spanning Russia's invasion of Ukraine.1
Washington is moving to close the structural gap. The Department of Energy announced in January that it would invest $2.7 billion over ten years to bolster domestic enrichment services, per Forbes reporting. Three ventures received grants of $900 million each: American Centrifuge Operating, a wholly owned indirect subsidiary of Centrus Energy Corp., partnered with General Matter to build domestic high-assay low-enriched uranium capacity, and Orano Federal Services for a separate enrichment line.2
HALEU remains the sharper constraint. Advanced reactor designs require this higher-enriched fuel, and commercial-scale production outside Russia does not yet exist. The US has awarded contracts to boost domestic HALEU output, with up to $2.7 billion available, but those facilities will take years to reach commercial volumes, a mining.com assessment from June 2026 noted.3
The broader US import picture frames the urgency. US Energy Information Administration figures for 2023 show nuclear generators bought 99% of their uranium ore from other countries, with Canada, Australia, Russia, Kazakhstan and Uzbekistan as suppliers. Commercial nuclear power currently accounts for 20% of US energy supply annually, per Forbes.2
Canada's position adds a layer of complexity to the ownership picture. Ottawa's nuclear strategy, unveiled in June 2026, targets up to 10 new large-scale reactors domestically and four abroad over the next 15 years, and seeks CANDU reactor sales in at least four new international markets by 2040. Cameco, Canada's largest uranium producer, welcomed the plan.4,6
The strategy document calls for sourcing from "reliable actors" while acknowledging the need to develop alternative supplies, noting Canada is "uniquely positioned to address this evolving demand, particularly in the upstream uranium stages, but there is also a compelling case for expanding downstream capabilities selectively," per World Nuclear News.5
Saskatchewan's uranium sector contributed about C$2.6 billion in 2024, or roughly $1.8 billion in US terms, directly employing more than 3,400 people, according to government figures reported by okdiario.com. That upstream position gives Canada genuine leverage in any Western supply realignment, but the Westinghouse delivery shows upstream origin and downstream ownership are not the same thing as sanctions compliance.6
The 2028 ban cuts direct Russian imports. It does not automatically sever the corporate chains that move Russian enrichment into US fuel assemblies. The uranium ETF closed at $45.25 on Monday (2026-08-17), up nearly 1%, reflecting market awareness of the gap between policy intent and current fuel cycle realities.
US regulators now face a choice between treating these shipments as a compliance problem or a supply problem. Strict enforcement at the point of enrichment origin would leave utilities facing fuel loading gaps in the early 2030s. A narrow reading of the ban that allows ownership-chain workarounds would blunt the commercial incentive for the domestic enrichment build-out that the legislation was designed to accelerate. The cargo records do not resolve that question. They sharpen it.2,3
