Three PJM Reliability Signals Pointing Toward Deeper Grid Stress Than Markets Price
A 3.8 GW data center disconnect, a capped capacity auction, and a backstop auction aimed at last year's shortfall each suggest PJM's supply gap is wider than cleared prices indicate.
About 3,800 megawatts of computational load — data centers and crypto-mining facilities — tripped offline on the PJM grid, prompting the grid operator to announce on Tuesday (2026-08-11) that it was considering new "ride-through" standards and other reliability requirements for those customers.6
Most attention has landed on the supply side of PJM's reliability problem: backstop auctions, interconnection queues, the grid's difficulty attracting enough generation to match surging demand. That same 3.8 GW of tripped load is also latent demand-response capacity that PJM currently has no mechanism to dispatch.6
PJM's instinct is to require data centers to stay online — to stop disconnecting when the grid is stressed. ERCOT was moving in a similar direction when Texas's grid operator considered rules on June 2 (2026-06-02) requiring data centers to ride through frequency disturbances rather than disconnect.2 The reliability logic is straightforward. But gigawatts of load that can drop quickly and reconnect on command is also a controllable demand resource. Written as a ride-through obligation, the proposed standard locks away that flexibility. Written as a dispatchable demand-response product, it adds a tool the grid does not currently have. The design of PJM's ride-through rule, still under development as of Tuesday (2026-08-11), is the difference between a reliability cost and a reliability asset.6
The capacity market data understate the actual scarcity. At the 2028/2029 delivery year auction, prices cleared at the regulatory cap of $554.72 per megawatt-day across most of PJM, with the ComEd local delivery area reaching $776.69. Monitoring Analytics estimated that absent the cap, prices would have been roughly 70 percent higher — meaning the published clearing levels reflect regulation, not the market's unconstrained valuation of available capacity.4
Developers evaluating new capacity are responding to a suppressed price signal. The 6.8 gigawatt shortfall in PJM's latest capacity auction shows the market is not generating adequate investment response, and the economic incentive to build is not reaching the level that actual scarcity would produce in an unconstrained market.4
PJM moved its backstop reliability auction to September, abandoning a 2027 timeline under pressure from accelerating data center demand.1 Under the board's plan, eligible resources must be online by June 1, 2032. PJM hired Charles River Associates to oversee the bilateral matchmaking process, with a request for proposals issued on June 9 (2026-06-09).5
The backstop auction addresses the deficit from the previous base capacity auction. Commenters on PJM's board proposal have argued it fails to solve the underlying issue: "new large loads which have yet to materialize." Data center agreements being signed now commit load that will arrive well beyond the 2032 resource deadline. The accelerated procurement closes a gap that has already opened, while the next one is still accumulating.5
PJM's operating margins during the late-June heat dome showed how thin the cushion already is. Demand on Thursday (2026-07-02) reached roughly 163 gigawatts — just short of the grid's 2006 all-time peak of 165,563 MW — even after PJM had forecast load could exceed 166,000 MW. Operating reserves collapsed to 5,091 MW from 10,996 MW the prior day, leaving almost no room to absorb an unexpected generator trip.3
Monitoring Analytics attributed 63 percent of PJM's demand run-up to data center growth, with the associated cost running to approximately $9.3 billion now being passed to ratepayers across PJM's 13-state, 67-million-person system.3
The September backstop auction is the first direct test of whether PJM's accelerated procurement can attract meaningful new supply at current price levels. If it hits the regulatory cap again or falls short of its volume target, that outcome points to economics of new capacity that have not improved enough to close the structural gap. The ride-through standard still being drafted is the second test: standards mandating continuous grid presence suppress the demand-side flexibility that already exists; standards allowing coordinated curtailment create a dispatchable resource.
