Switzerland will double water discharge from lake Lugano into Italy's lake Maggiore in what an industry group described as an "extraordinary intervention," Montel reported on Wednesday (2026-08-12), as Italian hydropower output drops to historically low levels. It is one of the more unusual cross-border operational responses to emerge from a summer of steadily declining Alpine reservoir levels.4 The power market is already reflecting the strain. Austrian day-ahead power stood at €152.30/MWh on Thursday (2026-08-13), significantly above German day-ahead levels of €135.06/MWh over the same session — a spread that captures how acutely Alpine-dependent grids are being repriced when hydro cannot fill its normal share of generation.3 The underlying hydrology has been deteriorating for weeks. Montel EQ analyst Eylert Ellefsen said on Thursday (2026-07-30) that inflow across the Alpine region was "close to an all-time low," with no short-term relief anticipated as the dry spell showed no sign of breaking. Inflows to reservoirs and run-of-river plants covering Austria and Switzerland were running nearly 50% below average, Montel EQ data showed.2 That 50% shortfall extends across a wider arc. Reservoir inflows across Austria, Switzerland, France and northern Italy were nearly 50% below the historical 15-year average, according to an oilprice.com report on the European heatwave's effects on power supply from August 6 (2026-08-06). Little buffer remains if conditions do not turn before autumn.3 When hydro runs short, thermal generation fills the gap. ICE Endex TTF front-month was €61.03/MWh on Thursday (2026-08-13). Italian and Austrian gas-fired plants operating on that fuel cost see the expense flow directly into baseload power pricing, and Austria's day-ahead premium over Germany reflects the depth of hydro shortfall across the Alpine south.2,4 But the Swiss lake Lugano release has limits. Doubling discharge redistributes the water volumes that already exist in the system; it cannot substitute for a season of deficient precipitation across the entire Alpine arc. With Ellefsen's July (2026-07-30) forecast of no imminent relief still standing as the operative assessment, emergency interventions are likely to remain reactive.2,4 Italy's exposure runs deeper than one dry season. The country draws a significant share of generation from Alpine hydro, and sustained deficits force greater reliance on imported power and domestic gas-fired capacity. Both carry cost implications for industrial consumers already navigating elevated energy prices.4,1 Bruno Leoni Institute research director Carlo Stagnaro put Italy's fiscal room in concrete terms earlier this year: addressing the country's energy crisis might require EUR 2-3 billion in targeted support, against a public spending base of around EUR 1.2 trillion. That estimate was framed around broader energy cost pressures in early 2026, but a severe hydro shortfall adds new pressure on Rome to find the political will to deploy it.1 With no meteorological reprieve in the near-term forecast, the practical signal is how far reservoir levels fall before minimum hydro dispatch becomes constrained. If the dry spell holds through August, Italian gas burn rises further, Austrian power premiums likely widen, and the Swiss emergency release on lake Lugano may need to be followed by others.2,4
