Romania Arms Transelectrica With Industrial Curb Powers as Drought Bites
A cabinet decree giving Romania's grid operator authority to cut large industrial loads without further sign-off marks a sharp escalation in the country's supply crisis.
Romania's cabinet approved emergency measures late on Friday (2026-08-07) granting transmission system operator Transelectrica the legal authority to curtail electricity consumption by large industrial users whenever needed to keep the grid in balance, Montel reported. The decree stops short of mandatory rationing but removes the requirement for further government approval before Transelectrica can act. No curtailments had been formally announced as of Monday (2026-08-10).5
The decision came eleven days after Romania declared a nationwide state of energy emergency for August, triggered by severe drought and record-low river levels that cut power production and raised the risk of a complete shutdown of the 1.35 GW Cernavoda nuclear plant, Montel reported on 31 July (2026-07-31). Cernavoda relies on Danube water for cooling. When river levels fall far enough, the plant's operating licence conditions become impossible to meet.2

The market read that deterioration clearly. Romanian day-ahead power settled at €135.32/MWh on Monday (2026-08-10), and German day-ahead power was at €135.95/MWh the same session. ICE Endex TTF front-month gas climbed 9.59% to €60.82/MWh, while THE M+1 tracked nearly in lockstep at €61.37/MWh, up 9.55%. When thermal-dependent grids run short of baseload power, gas-fired generation gets dispatched harder, tightening storage injection rates and lifting hub prices.5,2
Romania is not the only Danube-basin country under stress. Hungary's Paks nuclear plant, which had been offline because of low river levels, was expected to bring one turbine back online as early as Monday evening (2026-08-10) after recent rainfall lifted the Danube, Prime Minister Peter Magyar said, according to OilPrice.com. Romania had no equivalent recovery signal to offer.6
The drought's reach has eroded the buffer that interconnected grids normally provide. Under normal conditions Romania runs a net power surplus and exports to Moldova. That equation has inverted. For energy-intensive industrial users in Romania, the decree converts interruptibility from a contractual abstraction into a live operational risk. Metals smelters, cement producers and chemical plants must now treat a Transelectrica curtailment order as a plausible intraday event, not a distant regulatory scenario. How deeply and how quickly Transelectrica would exercise its new authority remains untested.5,4
The Paks restart in Hungary, if it holds, would ease some regional grid pressure. But Hungary's recovery depends on the Danube staying navigable, and Cernavoda's cooling situation has not materially improved. The specific variable traders will need to track through the rest of August is whether Cernavoda's cooling intake can sustain current output levels — a partial or full shutdown there would pull additional gas into the regional merit order at a point when TTF is already repricing the heat stress.2,65
