When power consumption runs persistently above the typical seasonal trough, reactors run harder rather than stepping back. But the same sustained heat that keeps demand elevated also warms river water, shrinks cooling margins, and can push plants into unplanned reductions instead of planned ones.7 That dynamic played out on Monday (2026-07-13), when a prolonged heatwave forced EDF to take three reactors offline, cutting nuclear output by 6.4 GW — equivalent to 14% of France's total power demand that morning, OilPrice.com reported. RTE data showed France still exporting more than 10 GW to neighbouring countries despite the curtailments, suggesting the grid absorbed the shock without becoming a net importer.5,6 Nuclear accounts for around 70% of France's electricity mix when the fleet operates at full capacity, making every sustained heat episode a test of European supply buffers, not just a domestic grid management problem.5 Cooling stress had already emerged earlier in the summer. EDF pushed a planned 1.1 GW output reduction at its St Alban 2 reactor on the Rhone back by 24 hours, rescheduling it for Thursday (2026-06-25) after a delay announced on Wednesday (2026-06-24). On that day, roughly 3% of France's available nuclear capacity was already constrained by heat — one day after the country recorded its hottest temperature on record, Montel reported.4 MetDesk had identified June as the peak risk month for low river levels and high water temperatures this summer, warning that the same drought conditions affecting plant cooling could also reduce hydropower generation. The June risk passed without a major multi-plant event. July delivered one anyway.2 The new renewables curtailment rules EDF cited alongside demand are part of a broader shift in French grid management. As solar and wind capacity grows, the question of which technology steps back during surplus periods is being renegotiated at a regulatory level. Less nuclear modulation partly reflects that reordering, not demand alone.7 EDF's 2025 financial results show the accumulated strain on the business. EBITDA came in at €29.3bn, down from €36.5bn in 2024, while operational cash flow fell to €9.6bn from €11.2bn. Net financial debt eased slightly to €51.5bn from €54.3bn. Carbon-free output reached 488 TWh in 2025, fractionally below 490 TWh in 2024.3 EDF is simultaneously pushing demand growth. On Wednesday (2026-05-20), the utility described electrification as "imperative" following the energy shock linked to the Iran war, announcing a plan to grow power demand by 5.5 TWh, or 1%, per year. Heat pumps and electric trucks were targeted to add 0.5 TWh annually. More demand, sustained over time, reduces the structural need for modulation further — and raises the pressure on cooling capacity each summer.1 ICE Endex TTF front-month dropped 2.49% to €57.57/MWh by Monday (2026-08-03) afternoon, a move that suggests markets are pricing adequate near-term European supply rather than scarcity. France's net export position during the July (2026-07-13) heatwave cuts gave traders reason for that read. The St Alban episode in late June was resolved with a 24-hour reschedule and minimal market disruption. A concurrent constraint across multiple Rhone-fed plants during a demand peak would test France's export position and the wider European power balance in a way that Friday's (2026-07-31) modulation figures, taken alone, do not fully convey.4,2
