Beijing's grip on critical mineral refining is forcing state-backed spending and supply chain duplication, with tungsten now the sharpest example of the risk.

The dynamic has a concrete trigger that predates the broader metals rally. China halted exports of several heavy rare earths and gallium to Japan from December 2025, according to Japan NRG, which cited customs data showing Beijing wielding critical mineral supply chains as diplomatic leverage amid Taiwan tensions.2
Tungsten sits at the sharp end of a supply concentration problem the IEA quantified in its World Energy Outlook released on Wednesday (2026-05-20): one country dominates refining for 19 of 20 key strategic minerals, holding an average 70% global market share.1 The WEO called for diversification and stronger international cooperation, but diversification in refining capacity is measured in years, not quarters.1

The IEA's own data reveal how quickly demand profiles are changing alongside that spending surge. Global data centre investment will reach $580 billion in 2025, the agency estimates, surpassing the $540 billion being spent on oil supply.1 Electricity generation investment has risen by nearly 70% since 2015, yet grid spending has increased at less than half that rate, a gap that creates bottlenecks for everything from EV charging to data centre connections.1
The minerals required to build all of that infrastructure face the same concentration risk. Cobalt and lithium supply chains carry similar exposure, with a study cited by Energy Voice in July 2026 finding that shocks move through both horizontal and vertical pathways, generating "long chains of disruption and sudden breakdowns" at key refining and manufacturing choke points.4
Signals on strategic minerals are uniformly bullish, with no bearish weight registered across the sources tracked. But that consensus itself carries a risk: when demand softens — if data centre buildouts slow or EV adoption stumbles — the strategic premium embedded in procurement could deflate quickly, leaving stockpilers holding expensive inventory in a supply chain no more diversified than before. Government mandates are doing most of the heavy lifting, and policy decisions reverse more slowly than spot prices.5
