House geothermal bill passes as permitting overhaul targets 90 GW by 2050
Washington's bipartisan push eases the permitting path, but a fragmented state regulatory framework and an unproven utility model still stand between legislation and generation.
The US House passed a bipartisan geothermal energy package on Tuesday (2026-06-02), easing permitting rules for a renewable, baseload power source that has drawn support from Republicans, Democrats and the Trump administration.3 The legislation — combining Republican-led and Democratic-authored bills — moved through Congress with unusual cross-party backing, a rarity in an energy debate that usually cleaves along partisan lines.
The Department of Energy projects that enhanced geothermal systems could deliver 90 gigawatts of carbon-free power by 2050, enough to supply roughly 65 million US homes, according to projections cited by OilPrice.com in June 2026.6 Geothermal's around-the-clock generation profile, unlike wind or solar, appeals to grid operators who have struggled with intermittency. But the sector remains tiny, and the gap between DOE projections and actual installed capacity is wide.
Outdated and piecemeal rules at the state level could delay development even if federal permitting is streamlined, Canary Media reported in April 2026.1 Federal action clears one barrier. It does not clear them all.
The utility model is its own problem. When a neighborhood-scale geothermal network came online in Framingham, Massachusetts two years ago, it was described as groundbreaking — the first-of-its-kind system owned by the state's largest utility.2 Scaling that template to hundreds of cities requires networks that cross property lines and cost-recovery mechanisms that differ substantially from those used for gas or electric distribution. No such framework currently exists at scale.
Sage Geosystems chief executive Cindy Taff told The Hill in February 2025 that "it's going to be the decade of geothermal."6 More than a year after that statement, the House bill is the clearest legislative action in that direction. Whether it translates into generation depends on what the Senate does with the package and when.
The contrarian case rests on track record. Enhanced geothermal systems fracture hot rock deep underground to extract heat, drawing early comparisons to hydraulic fracturing in oil and gas — but the technology has not achieved commercial scale. Indonesia and the Philippines, which rank second and third globally in installed geothermal capacity and sit directly on the Ring of Fire, have seen financial and community hurdles slow development despite their natural advantages, according to reporting from The Independent in December 2024.4
Asia-Pacific is projected to be the fastest-growing geothermal region through 2031, with the market expanding at a compound annual growth rate of 10.42%, according to Mordor Intelligence data published in June 2026.5 US developers eyeing the Permian Basin of Texas and New Mexico and the Bakken are counting on transferable drilling expertise and existing subsurface data from oil and gas operations to reduce exploration costs.6
The Permian context matters for a different reason. The basin pumped 6.6 million barrels per day in 2025, a 4% increase from 6.3 million b/d in 2024 and roughly 48% of total US crude output, EIA data show.7 Total US crude production averaged a record 13.6 million b/d last year, approximately 40% higher than Russia and Saudi Arabia combined, according to EIA's International Energy Statistics database.7 The workforce and well data concentrated in those basins represent a potential asset for geothermal developers, but converting oil-field expertise into geothermal development at pace has yet to be demonstrated commercially.
The Senate's handling of the House package before the August recess is the next concrete test. If the bill stalls in the upper chamber, permitting reform stays on paper and the utility-model problem remains unsolved. If it advances, developers will still face a patchwork of state rules that the federal legislation does not override — a constraint that Canary Media's April 2026 reporting flagged as the more durable obstacle to deployment.1
