Bechtel-Enka Wins Serbia's 2 GW Pumped-Storage Tender in US-Only Contest
The US-led consortium was the sole qualifying bidder among six applicants, with the Djerdap 3 project targeting 2 GW of new capacity by 2036.
Serbia's energy ministry awarded the Djerdap 3 pumped-storage hydropower contract to a US-led Bechtel-Enka consortium on Wednesday (2026-07-22), the conclusion of a tender Belgrade had restricted exclusively to American companies, Montel reported.2
The project, if completed on schedule, would add 2 GW of pumped-storage capacity to Serbia's grid by 2036. The United Kingdom's entire installed hydropower base runs to roughly 2 GW spread across nearly 1,700 schemes, according to data published earlier this month (2026-07). Serbia would be adding that volume in a single project, though on a construction timeline that extends a decade.2,1

That outcome does not resolve cleanly. A procurement restricted to a single nationality that draws six applicants but disqualifies five could indicate stringent financial or technical requirements. Pumped-storage hydropower stores electricity during periods of low demand by pumping water to an elevated reservoir, then releases it through turbines when consumption peaks. It is the most widely deployed technology for large-scale, long-duration grid flexibility and functions as a large-scale dispatchable resource in a power system. A 2 GW addition to Serbia's grid would significantly expand its capacity to balance generation against demand, and as a technology it becomes more commercially relevant the tighter the integration with liberalised power markets.2
European wholesale power markets continue to place a premium on flexible, dispatchable generation. German baseload power settled at €132.64/MWh at Sunday's (2026-07-26) close. Serbia is not yet integrated into European power markets, but its EU accession trajectory means the Djerdap 3 project would eventually operate within a framework that rewards the kind of grid flexibility pumped storage provides, making the long-run commercial case more visible than the near-term one.2
The 2036 commissioning target is ten years away. Projects of this complexity, involving large-scale civil engineering, environmental permitting on a major river system, and multiyear capital formation, routinely miss their stated dates. The ministry's announcement sets a timeline, not a guarantee. Slippage against Serbia's EU accession schedule could compound the uncertainty, since the regulatory environment the project enters at commissioning may look materially different from what it was designed against.2
Financing is the first test. Pumped-storage schemes at this scale require substantial long-term capital and some form of revenue certainty to underpin project debt, whether through a state capacity payment, a power purchase agreement, or a multilateral development lending facility. The ministry's announcement is silent on financial structure.
