Ukraine Drones Cut Russian Crude Throughput to 21-Year Low
Russian refineries processed just 3.91 million barrels a day in early July, the lowest since March 2005, as Kyiv's drone offensive reaches deep into Siberia.
Russian crude processing fell to 3.91 million barrels per day in early July, according to Energy Aspects data cited by Bloomberg, a rate more than 1.4 million barrels below the prior year's average and the weakest national figure since March 2005. The drop reflects months of sustained Ukrainian drone attacks that have progressively degraded the country's refining base, with the campaign now reaching facilities once considered far beyond Kyiv's operational range.6
Moscow responded by banning exports of diesel, gasoline and jet fuel in an attempt to protect domestic supply. The measure marks a sharp reversal for a country that has traditionally been among Europe's principal suppliers of middle distillates. Russia has since begun importing gasoline from Asia to fill gaps in its own fuel market — a development that would have seemed implausible before 2024.4,2
The Omsk refinery, Russia's largest, was struck in a July (2026-07-07) drone attack. The plant normally processes around 22 million tonnes of crude per year, equivalent to roughly 440,000 barrels a day, and sits more than 2,000 kilometres from the front line. The strike damaged ELOU-AVT-11, a primary distillation unit capable of handling 8.4 million tonnes of crude and 1.2 million tonnes of gas condensate annually, according to Ukraine's General Staff and preliminary damage assessments reviewed by Rigzone.3,6
The scale of what Kyiv has achieved in the past four months marks a qualitative change in the campaign. Foreign Policy reported on July 13 (2026-07-13) that the drone offensive against Russian energy assets had found a new gear in terms of range, intensity and measurable impact. About 60% of deep strikes are carried out by Ukrainian Fire Point FP-1 drones, which can reach targets up to 1,500 kilometres inside Russian territory while carrying a reduced payload suited to precision targeting.5,1
Nikhil Dubey, a senior research analyst at Kpler, said some drones appeared to have specifically targeted hydrocracker units within refineries — the components responsible for upgrading heavier fractions into diesel and jet fuel. Selective damage to hydrocrackers would explain why middle distillate output has fallen disproportionately relative to crude throughput losses.2
Domestic fuel data compiled by Meduza from 65,700 transactions show the impact feeding through to the retail level. Average daily gasoline and diesel sales ran between roughly 118,000 and 150,000 tonnes from January through March (2026-01-01 to 2026-03-31). By June (2026-06-01 to 2026-06-30) those sales had fallen to 80,300 tonnes per day, a decline of 38% against the same month in 2025. Weighted average prices over the same period were 37% higher.6
ICE Brent crude front-month was trading at $90.54 per barrel on July 20 (2026-07-20), down 0.35% on the session. The relatively contained crude price reaction reflects the complexity of the supply picture: Russian crude is still moving, routed primarily through shadow-fleet tankers toward India and China at a steep discount to Urals, which was quoted at $66.84 per barrel. The damage is concentrated at the refining and product stage rather than at the wellhead, which means the crude market and the products market are telling different stories from the same underlying disruption.6
US diesel futures were up 2.21% at $4.17 per gallon on July 20 (2026-07-20), a sharper intraday move than crude, consistent with the product-layer nature of the squeeze. Whether that premium is durable depends partly on whether Russian diesel export restrictions tighten further and partly on whether European refiners can absorb additional middle distillate demand that would previously have been met by Russian supply.6,4
Unconfirmed reports cited by the Economist suggested as much as 40% of Russia's oil-refining capacity had been affected at some point, with around 20% down at any given time. The Ryazan plant, 200 kilometres from Moscow and capable of producing 340,000 barrels a day under normal conditions, was among the facilities hit. If the Omsk damage assessment is confirmed and the unit remains offline for an extended period, the refining ceiling constrains Russia's ability to rebuild product exports even if ceasefire terms were agreed in the near term.1
The forward risk sits with both the depth and the durability of the damage. Ukraine's demonstrated ability to strike facilities at Omsk distance means no Russian refinery is structurally protected by geography alone. Repair timelines for primary distillation units typically run six to eighteen months under normal industrial conditions — and Russia is attempting those repairs under active targeting.6,5
