Seasonal Weather Outlook, June 23, 2026 A nascent El Niño is hardening into the dominant medium-term signal: NOAA now puts the odds of a *very strong* event at 63% for November-January, which reframes how every desk should think about the 2026-27 winter heating season even as Europe sits through a warm, settled midsummer. ENSO and Teleconnections The Pacific has flipped. NOAA's CPC confirms El Niño conditions have developed, with the weekly Niño-3.4 SST anomaly at +0.9°C relative to the global tropics and the raw weekly Niño-3.4 reading up at +1.9°C as of June 17. The eastern Pacific is running hottest, Niño-1+2 at +2.1°C, and subsurface heat content from the surface to 200 metres remains strongly positive, the fuel for further intensification. The NMME multi-model mean carries relative Niño-3.4 above +2.0°C by October-December, and the CPC consolidation peaks at +1.9°C in NDJ before decaying through FMA 2027. Copernicus is more aggressive still: 75% of its grand ensemble exceeds 2.5°C amplitude by November, and ECMWF warns the low-amplitude members are the ones most likely to be underpredicting. The near-term teleconnection picture is quieter and points warm-and-settled for Europe. NAO sits neutral-negative at −0.31 and the GEFS ensemble keeps it oscillating in a tight ±0.15 band through the 16-day window, no decisive Atlantic storm-track signal either way. The AO is neutral (+0.30) but the GEFS spread fans out toward strongly positive (+1.5 to +1.9) in the back half, consistent with a zonal, blocking-free pattern that favours dry, warm high pressure over Western Europe rather than cool maritime intrusions. MJO is in Phase 7 at amplitude 1.6, active, and propagating toward Phase 8, which historically supports ridging over the central Atlantic and into Europe in summer. The QBO is easterly (−1.5 m/s at 50hPa); that matters far more for the coming winter vortex than for July, but it is a flag for a more disturbed, blocking-prone stratosphere come December. For demand, the read is straightforward: low immediate cooling-demand spikes in Northern Europe near-term, but a winter setup, easterly QBO plus a strong El Niño, that argues against complacency on Q1-27 gas length. 6-Week Temperature Trajectory The EC46 ensemble shows a sharp Week 1 European heat pulse that breaks fast. Frankfurt runs 28.2°C in Week 1, then collapses to 20.8°C in Week 2; Paris drops from 28.6°C to 22.0°C; London eases from 24.6°C to ~19.7°C and holds there. The signal is a transient ridge, not a durable heatwave. Crucially, the ensemble spread widens dramatically after Week 1, Frankfurt's Week 5 range runs 18.0-28.4°C, so confidence in any single outcome past early July is low. Madrid is the exception: it holds 27-29°C across all six weeks with a consistently warm floor, keeping Iberian cooling demand elevated and firm. Contrast that with Japan, where the trajectory is the opposite, a steady, confident warm ramp. Nagoya climbs from 21.2°C (Week 1) to 26.5°C (Week 6), Osaka from 20.8°C to 26.0°C, both with narrow bands. That is a high-conviction Asian cooling-demand build into mid-July. Houston grinds higher week-on-week (28.3°C → 30.1°C) on a tight spread, durable US Gulf cooling load. New York is warm but uncertain (Week 2 range 21.6-30.9°C). Regional Seasonal Outlooks Agencies largely agree on a warm Northern Hemisphere summer, El Niño-tilted, but diverge on Europe. NOAA CPC's JAS outlook favours above-normal temperatures across the western US, highest probabilities in the Pacific Northwest, plus the Eastern Seaboard and Gulf Coast, a broad US cooling-demand signal. For Europe, ECMWF's seasonal leans warm for the southwest and the Mediterranean, consistent with the persistent Madrid signal, while the near-term EC46 shows Northwest Europe reverting to near-climatology after the Week 1 pulse, so a warm-south, near-normal-north split rather than a continent-wide heat regime. In East Asia, JMA's warm-season guidance and the EC46 Japan ramp align on above-normal Honshu temperatures into July, supporting JKM-linked LNG cooling demand. China's monsoon and the South Asian setup matter for power: a normal-to-active India monsoon (Mumbai steady near 26°C, consistent with established rains) caps Indian thermal coal and LNG pull, while the El Niño backdrop raises the risk of a weaker late-monsoon and a drier Indonesian dry season, a watch item for Pacific coal supply into Q4. Russia and the Arctic are the winter story: easterly QBO plus the neutral-to-positive AO now offers no early read, but a strong El Niño winter historically tilts toward a more disturbed vortex and episodic Siberian cold outbreaks, the key tail risk for European gas in Q1-27. Hydro and Storage EU gas storage is the strategic anchor. With a warm, low-wind-looking European Week 1 and benign injection weather, the storage trajectory should track at or above the five-year average through midsummer, capping prompt TTF. The El Niño winter risk sits on the other side of the curve: a cold, blocked December would draw aggressively from whatever cushion the summer builds. Nordic hydro enters summer healthy on spring melt, keeping Nordic power soft near-term. Brazil's hydro reservoirs carry the El Niño signature, wetter south, drier north, broadly supportive of generation but with regional imbalance to watch into the dry season. Strategic Positioning - TTF summer-winter spread: the warm prompt and healthy injections favour soft front-month TTF, but the strong-El Niño/easterly-QBO winter setup argues for owning Q1-27 length or widening the summer-26/winter-26-27 spread on dips. - JKM: the high-conviction Japan warm ramp (Nagoya +5°C over six weeks, narrow band) supports July JKM cooling demand, constructive on Aug/Sep JKM, and on the JKM-TTF spread if Asian pull outpaces European length. - Iberian power: persistent Madrid 27-29°C across all six weeks keeps Spanish/Portuguese cooling load and solar curtailment risk firm, bullish near-dated Iberian peak power. - US Gulf gas: Houston's tight, rising EC46 path plus NOAA's above-normal JAS signal underpins Henry Hub cooling-season burn, constructive on Aug/Sep HH on weather-driven dips. - NW European power: low confidence past Week 1; the widening EC46 spread argues for optionality over directional positioning on German/French Cal-front-month, buy volatility, not direction. - Q4 Pacific coal: monitor the El Niño-driven Indonesian dry-season risk, a drier setup tightens thermal coal supply into Newcastle and supports NEWC late-year.
