MTerra Solar Declares 600 MW Commercial Operations as Luzon Grid Cap Limits Dispatch MTerra's 1,373 MW Phase 1 is constrained to 750 MW of Luzon grid exports, keeping the project's commercial potential below its installed scale. Meralco PowerGen Corp. and its partners formally declared commercial operations for 600 megawatts alternating-current at MTerra Solar on 26 August (2026-08-26), marking one of the world's largest integrated solar-and-battery projects entering service in the Philippines.2 The declaration follows Phase 1 energisation that brought 1,373 MW of solar photovoltaic capacity and 825 MW of battery energy storage (equivalent to 3,300 megawatt-hours) into service, according to Asian Power reporting from 15 July (2026-07-15). More than 2,000 MWdc of solar panels had been installed under Phase 1 as of end-June 2026, and the project logged more than 30 million work hours without a lost-time injury during construction.2 But the grid cannot absorb what the project can generate. MTerra's export capacity to the Luzon grid is currently capped at 750 MW while remaining interconnection works are completed with the system operator — a ceiling well below Phase 1's installed solar capacity, and one that forces substantial potential output offline until transmission infrastructure catches up.2 For a country carrying some of the highest electricity rates in Southeast Asia, that constraint has direct implications for power costs and grid reliability. The Philippines has been working to modernise its energy infrastructure and address recurring power fluctuations, with battery-backed solar positioned as a key part of that effort. Peak demand management is a persistent challenge, and the ability of large storage systems to shift solar energy into evening load windows is central to the commercial case for projects of this type.1 The grid pressure is most visible on the Visayas islands. That network has operated under repeated reserve alerts since mid-May 2026, with the grid operator issuing warnings that margins were dangerously thin, energytracker.asia reported on 20 July (2026-07-20). Services drive up to 70% of the Visayas economy and have absorbed the hardest disruptions, alongside health facilities and communications networks. MTerra is on Luzon and cannot directly relieve that pressure.4 The scale of untapped solar potential across the archipelago is large. ICSC SPECTRUM data show solar penetration accounts for just 0.5% of the Philippines' estimated 106,172 MW national resource. Eleven million Filipinos remain without electricity access, according to the same data, a figure that underlines how much of the infrastructure challenge sits beyond the reach of grid-connected utility solar at any scale.4 Capital is still moving into the sector. Levanta Renewables broke ground on 11 August (2026-08-11) on the 166 megawatt-peak Barotac Viejo Solar Power Project in Iloilo, which will include an 80 megawatt-hour battery energy storage system. The Visayas project is early-stage and much smaller in scope, but it reflects continued investment in a grid region that has been under sustained supply stress.5 MTerra's Phase 1 scale places it among the largest solar-storage projects globally. OilPrice.com reported on 15 July (2026-07-15) that China had connected what it described as the world's largest hybrid solar plant. The competition to build integrated solar-and-storage at gigawatt scale is now the defining trend in Asia-Pacific's power sector, driven by falling battery costs and acute grid stress in fast-growing markets.3 The constraint that matters most for the project's near-term performance is the pace of Luzon grid integration. Until the system operator clears the 750 MW export cap, MTerra's commercial operations declaration reflects installed capacity more than delivered power. The financial performance of Phase 1, and the case for replicating this model at similar scale elsewhere in the Philippines, rests on how quickly that ceiling moves.2
