Azerbaijan Opens 711 sq km Caspian Wind Zone as Green Corridor Toward Romania Advances
Baku's offshore designation and deals with BP and China's CEEC signal renewable export ambitions that place Romania at the edge of a planned Caspian-to-Europe energy route.
Azerbaijan designated 711.4 square kilometres of Caspian Sea waters as an offshore wind development zone in July (2026), the most concrete territorial step yet in Baku's push to build renewable capacity for a green energy corridor running via Georgia and Romania to Hungary. An Oilprice.com analysis published Saturday (2026-08-29) detailed the pace of agreements backing that push.2
Among the more pointed of those deals is a June 2025 agreement between Azerbaijan's Energy Ministry and China Energy Engineering Corporation to explore a 200 MW offshore wind project in Caspian waters. CEEC is among China's largest state-backed engineering groups, and its presence in Azerbaijani offshore adds a Chinese supply-chain angle to a corridor Baku has been pitching primarily to European partners.2
BP is also committed. The company agreed in June 2025 to develop a $200 million, 240 MW solar plant in Karabakh, targeting completion by mid-2027 — making it the most time-bound project in Azerbaijan's current renewable pipeline.2
Neither deal was Baku's first move in this direction. ACWA Power's 240 MW Khizi-Absheron Wind Farm, Azerbaijan's first large-scale independently developed wind project, came fully operational in 2025, giving the country and prospective offtake partners one real-world data point on grid integration of variable generation at scale.2
Romania's stake in the corridor is partly defensive. Montel reported Tuesday (2026-08-11) that the 1.35 GW Cernavoda nuclear plant was facing potential closure of its remaining 680 MW reactor as Danube river levels fell, a shutdown that would push nuclear capacity cuts across the wider region to 48%. Low river levels constrain cooling-water intake at Cernavoda, a seasonal vulnerability that plant operator Nuclearelectrica has had to navigate before.1
A 680 MW gap from Cernavoda is material for Romanian power balancing. The green corridor from Azerbaijan could not fill it in any near-term scenario — the deals in place are at feasibility or early development stage — but the Danube episode frames why Bucharest joined a cross-border transmission arrangement at all: Romania's generation base carries weather exposure that a diversified import route would partially reduce.1,2
Getting electrons from Baku to Bucharest is the harder task. The corridor requires coordinated grid development across four national networks — Azerbaijan, Georgia, Romania, and Hungary — each with its own regulatory calendar and interconnection standards. Such projects typically take a decade from concept to commissioning. The 711.4 km2 zone is a designation; CEEC's offshore involvement remains exploratory; BP's Karabakh plant is the only project with a hard delivery date attached.2
Baku has also signed a broader green energy development and transmission agreement with Georgia, Romania, and Hungary, beyond the individual project deals. Oilprice.com did not specify when that broader agreement was concluded or what binding obligations it carries. Public milestones for the transmission component have not been disclosed.2
BP's mid-2027 Karabakh completion date is the first proof point in the sequence. How that project tracks, and how far CEEC's Caspian feasibility work advances through late 2026, will give Romanian and Hungarian grid planners the most useful early read on whether this corridor is on a delivery path or still primarily a political arrangement.2
